`Literacy rate among Gujjar women very low’
3/15/2011 10:24:08 PM
EARLY TIMES REPORT
Jammu, March 15: Shamima Bano, a tribal Gujjar woman starts her day with her 15 buffaloes, collecting their dung and then preparing for the next day. The situation is same for every women of this community.
Shamima, a mother of 4 children, when asked about her age, she is complete blank and even not sure about the age of her elder daughter. All what she could do was guessing it between 13 to 15 years, though she looked much younger.
Living on the plains of Kanachak in the outskirts of Jammu, this Gujjar woman was reluctant to talk about education and the schooling of her two daughters as she said it is not a tradition in their community.
Gujjar women does not only lag behind in the field of education but early marriage system, extreme poverty and nomadic way of life has also shaded them. This time when Indian girls are making their names in different fields, these Gujjar women are still searching their spaces in the present socio-political scenario of the state.
Gujjar community consists about 14% of the total population in Jammu and Kashmir and more than 1.4 million women of this community are facing discrimination. The only Government department working for Gujjar Affairs in Civil Secretariat, i.e., state advisory board for the development of Gujjar community have 16 staff members from Chairman to orderly and surprisingly, not even a single Gujjar women has served this board since its establishment.
Not a big surprise for the last 62 years, only three Gujjar women have cleared KAS till now as compared to 80 Gujjar boys in the state who have cleared KAS. Also in the recent list of selected KAS aspirants, none of the gujjar woman appeared in the list.
State Government has also provided 10% reservation since 1991 to Gujjars under Scheduled Tribe category, but still the presence of women folk of this tribe in political and government affairs is almost zero.
Since 1947 the women folk of this major community of the state is unable to get its space in the state legislative assembly and council or parliament. There are 303 teachers in University of Jammu and 364 in Kashmir University, which includes Lecturers, Readers and Professors, but there is not a single Gujjar women serving or served any of the University since its establishment.
Javaid Rahi, National Secretary Tribal Research and cultural foundation said, “Among the total of about 2300 students in the university, there are only 11 Gujar women studying in the different PG courses of the Jammu University. Their literacy rate is low; presence in government departments is nil. And in these situations we cannot think about the upliftment of the women of our Tribe”.
