EARLY TIMES REPORT
JAMMU Mar 15: Stating that the present Government is endeavoring to bring the agriculture sector back into focus in the State's economic scenario, Minister for Finance Abdul Rahim Rather today said budget sops provided to poultry sector during last two years has facilitated contribution of about Rs 700 crore to State's economy.
"Apparently a small step to exempt toll tax on import of chicks has given Rs 700 crores to boost State's economy" in last two years, Rather said while addressing a gathering of farmers, who had assembled to express gratitude to the Finance Minister for providing certain incentives and concessions to agriculture sector in the budget proposals.
Function was organized by the J&K State Advisory Board for development of Kissans.
Rather said that the present dispensation under the leadership of Omar Abdullah has made a conscious beginning to give boost to agriculture sector which has lost glamour in the present era of industrialization.
He said that farmers would be provided all the required agriculture inputs to boost production, adding that for the first time budgetary provisions have been kept to increase the seed replacement rate in the State from existing 10% as against 25% at national level.
"This would enable the farmers to produce quality products to fetch better remuneration in the competitive market", Rather said, adding that both the agriculture universities have been asked to produce latest hybrid seeds suiting local agro-climatic conditions. He said agriculture universities would be provided adequate financial assistance to carry out research in this regard.
Rather said that while toll on fertilizers was exempted in the last year's budget, the government has exempted VAT on agriculture implements like drip irrigation system, green houses and animal feed. He said government has initiated measures to exploit full potential of agriculture sector, adding that the efforts would continue to make it highly promising and remunerative occupation.
Rather said that agro based Industry has tremendous potential for employment generation which needs to be exploited through Entrepreneurship Development initiatives kick started by the present Government. He said poultry and mutton production which form allied sectors of agriculture would be developed in a big way.
Agriculture Minister while paying gratitude to the Finance Minister on behalf of the agriculture department, particularly farmer community, for facilitating pre-Budget meetings and considering most of the demands in the Budget proposal said there was a need to make bigger investments in agriculture to increase employability in the Sector.
He called for focused attention of policy makers and planners towards development of this important sector of State's economy and providing better incentives to the farmers. These steps would make the agriculture sector profitable and the children of farmers would not hesitate to adopt it as a dignified profession, Mir added. He said a new agriculture policy is on anvil to develop this sector on modern lines.
