Hari Singh the monarch believed in supremacy of judiciary
Dogra Regime v/s ‘democratic’ rule-II

Jammu, Mar 15: Hari Singh not only believed in supremacy of judiciary but also took measures to ensure unity and integrity of the state. Apart from this a special trait won Maharaja acclaim from the persons who fought him.
The Maharaja had to take a special guest from Srinagar to Jammu. The guest was a Britisher and passed a remark on seeing a Gujjar woman carrying a heavy load on her head somewhere near Banihal on the Highway. A furious Maharaja directed the chauffeur to stop the car. The guest was directed to disembark. He had to make it to Jammu on his own.
In Jammu, the Maharaja told the guest that he had passed a remark on his (Maharaja's) daughter. The guest apologized.
On a pleasant May morning of 1944, Maharani Tara Devi was out in her chauffeur driven car. The driver was booked for a minor traffic offence and accordingly put on trial. The Maharani wrote a note to the presiding officer of the court requesting him to take a lenient view in the case. The magistrate informed Maharaja Hari Singh who tendered an unconditional and written apology to the magistrate and thus upheld the supremacy of the judiciary.
A few years after the above mentioned incident, the state came under the `democratic rule' of Sher-e-Kashmir Sheikh Muhammad Abdullah. A Halqa president of the ruling National Conference wrote a letter to a high court judge urging him not to hear a second case in a land dispute case from Budgam district. The learned judge raised the issue with Sheikh Muhammad Abdullah who wrote, "We are passing through very difficult times. It is an emergency. You do what you are told by my worker or vacate." The learned judge being a man of integrity submitted his resignation which was accepted. (Both these incidents have been narrated by noted Columnist and lawyer, GN Gauhar).
Hari Singh was fully aware of the need to keep the state united. He made Urdu the official language of the state. Thorough study of state's diverse cultures, religions, languages, history, geography and other dynamics force one to appreciate Hari Singh's wisdom.
The all powerful ruler could have easily made Dogri the official language of the state. But he did not nurture chauvinistic tendencies. He had understood that Urdu alone could hold the state together. Urdu is spoken in Kashmir and Jammu. It is understood in Ladakh region as well. The people living in areas now under the administrative control of Pakistan also understand and speak Urdu. This is the common factor in a heterogeneous state.
Hari Singh took measures to preserve state's environment. Asif Mahmood, a former official of the Tourism Department has old documents to prove how much the king cared for environment.
