Stalemate over Dy Speaker ends as Madni rejoins Assembly | | | EARLY TIMES REPORT Kunal Shrivatsa JAMMU, Mar 15: It was 'visibly' the intervention of Agriculture Minister Ghulam Hassan Mir that put an end to the stalemate over the resignation of Deputy Speaker of the State Legislative Assembly as Sartaj Madni reverted from his decision to quit as Dy Speaker and rejoined the proceedings of the House today. After much pursuance from the Speaker Mohammad Akbar Lone as well as senior members of the treasury benches, Madni came out of his 'self imposed hibernation' to take part in the House proceedings. It was on Agriculture Minister Ghulam Hassan Mir's insistence that Speaker convened a meeting in his chambers to resolve the deadlock. As soon as Speaker informed the House that Dy Speaker has agreed upon to take back his resignation, Sartaj Madni suddenly appeared in the House accompanied by Law Minister Ali Mohammad Sagar and senior Panther Party leader Harsh Dev Singh. While Sagar and Harsh Dev escorted the Dy Speaker to his seat, the entire House welcomed the're-entry' of Sartaj Madni with the thumping of desks. Earlier, while the House was having a discussion on Demands for Grants of Revenue, Relief and Rehabilitation department, the Agriculture Minister Ghulam Hasan Mir urged the Speaker to end the impasse over the resignation of Sartaj Madni. "I appeal to resolve the issue of Madni's resignation….His resignation has created a sort of constitutional crisis… Don't prolong the matter…. Madni's absence from the House is lowering the dignity of the House." Mir said As and when the Agriculture Minister remarked to make a decision over Dy Speaker's resignation, some of the PDP members including Abdul Rehman Veeri, Basharat Bukhari and others on their feet demanded from Speaker that accept Madni's resignation besides allot him a new seat. "Please take a decision … Don't linger it on…. Accept Mr Madni's resignation and issue orders for a fresh seating arrangement for him …. Try to understand our sentiments," PDP legislators said Prof Chaman Lal Gupta too requested the Chair to address the issue as soon as possible. However, the Speaker Mohammad Akbar Lone again rejected the demand of PDP legislators and said that it is up to him whether to accept or reject Madni's resignation. "I respect your sentiments and concerns over Mr Madni's resignation but it is my discretion to accept or reject it…. Since Mr Mir has given a constitutional reference I assure you all that the issue would be resolved today itself." It is worthwhile to mention here that the Deputy Speaker of the State Legislative Assembly Sartaj Madni had tendered his resignation from the post on March 3 last, in protest against the alleged unparliamentary remarks made against him by the Speaker in a section of media.
