Health scenario in J&K better than national level | Criticism against Health Ministry ‘motivated’….? | | EARLY TIMES REPORT Jammu, March 15 : Even as the state Assembly witnessed criticism from the opposition in Health Ministry matters, the major indicators in the Health Department only suggest things have improved on many fronts, in some case the scenario being better than national level. It is in the backdrop of these indicators, the pointed criticism in the political circles against the concerned minister Sham Lal Sharma is not only unfounded but also ‘motivated’. A cursory look at the indicators and achievements seen in the Health Department during the last over one year shows progress and visible improvement on many fronts. Health services are not only being provided free or at a very low user charges across the state and over 90% IPD patients treated in government institutions but also efforts are being make functioning of the institutions available round the clock. In this direction 155 PHC have been strengthened by making them work round the clock and 65 CHCs\SDHs have been upgraded to the level of first referral units. It needs no mention that the Health Department was adjudged as number one in primary health care in a survey conducted by a reputed agency. The plan invested in Health Sector has been enhanced from Rs 203 cr in 2008-09 to Rs 336 cr during 2010-2011 which implies the allocation has been increased by 65%. As for the new projects in Jammu, OPD block stand completed in Gandhi Nagar Hospital besides a Blood Bank in the same Hospital. New facilities have been created in the district Hospitals of Kathua , rajouri and Poonch. New building has been made for accidental Hospital Vijaypur while additional block at Government Hospital Sarwal stands completed. Similarly, many Hospital projects in Kashmir have been completed during this period and in Jammu district many facilities besides six PHCs have been set up. In terms of funds, Rs 35 cr additional funds have been provided for construction or upgradation of 56 PHCs and 155 sub centres under NRHM during the current year.Funds for the purchase of 13 CT scan machines have been provided for various hospitals and the machines would be installed by March 31. 25 crictical care ambulances and 50 basic life support ambulances are being procured by the Department to strengthen emergency transport.
Moreover, the most significant scenario has been registered in bith rate which is at 18.6, death rate at 5.7 and infant mortality rate at 45 (per 1000). Infant mortality rate has also reduced from 49(per 1000) in 2008 to 45 (per 100) in 2009.
