ERA told to complete all projects on time: Rather | | | EARLY TIMES REPORT JAMMU, Mar 16: Minister for Finance Abdul Rahim Rather on behalf of Chief Minister informed the House that government has already given clear directions to Economic Reconstruction Agency (ERA) to complete ongoing projects within the prescribed time. Replying to a question by Sheikh Ghulam Qadir Pardesi in Legislative Council today, he said Chief Minister Omar Abdullah has chaired several meetings in this regard to clear the bottlenecks at the earliest so that these ambitious projects be completed well in time. Minister said that the construction work of Syedpora Harwan Bridge taken by ERA was started in January 2009 and as on date 30% of the work has been completed. He said that directions have been passed to the construction agency to speed up the pace of work at the earliest. Abdul Gani Vakil raised the supplementary. Minister for Finance, Abdul Rahim Rather on behalf of Chief Minister informed the House that fresh BPL census has been started by Union Ministry of Rural Development through State Rural Development Department to assess the BPL population in the State. Replying to a question by Ajay Kumar Sadhotra in Legislative Council today, he said the BPL census is conducted after a gap of every five years by the Union Ministry of Rural Development. He said the present BPL population in the State is 32.36 lakh as per door-to-door survey conducted during 2010 by the Ministry. Minister said the Planning and Development Department through the Directorate of Economic and Statistics J&K conducted a sample survey during 2008 by using the ‘statistical sampling’. He said this was only a sample survey and not for identification of all BPL households. He said the sample survey conducted by the Economic and Statistics Department was to determine the percentage of BPL population in both rural and urban areas of the State. The survey has depicted 24.21 lakh (21.63% of population both Rural and Urban) as BPL population in the state during 2008, he maintained. He, however, said in terms of Government Order No. 821/GAD of 2009 dated 25.6. 2009, the process of reconciliation of BPL list of CAPD and RDD is going on and is still uncompleted. Supplementaries were also raised by B. R. Kundal, Altaf Ahmad Wani, Naresh Kumar Sharma, Javid Ahmad Rana and Nizam-ud-Din Khatana. Minister for Finance, Abdul Rahim Rather on behalf of Chief Minister informed the House that to supplement the district infrastructure base, Government is working on increasing the district plan as per their requirement. Replying to a question by Murtaza Ahmad Khan in Legislative Council today, he said during recent District Development Board meetings, a consensus was evolved to strengthen the district sector to provide better infrastructure base across the State. Referring the State Plan allocation both in district and State sectors for Centrally sponsored schemes in RDD, PHE, Irrigation, Flood Control, Health, Education and Tourism, the Minister said the breakup of State Plan in district and state sector in 2009-10 was Rs. 5500 crore in total, out of which Rs. 4146.99 crore for State sector and Rs. 1353.01 crore for district sector. Similarly, during 2010-11, the total allocation was Rs. 6000 crore out of which Rs. 4366. 51 crore was state sector and Rs. 1633.49 crore was district sector, he added. Supplementary was raised by Abdul Gani Vakil Minister for Finance, Abdul Rahim Rather on behalf of Chief Minister informed the House that for construction of Mini Secretariat in Shopian, 225 kanals of Kahcharaie and State land has been identified on the right side of Pulwama-Shopian road at Aarhama which is 3-kms away from the Centre of Shopian town. Replying to a question by M. Y. Taing in Legislative Council today, he said the land has been handed over to JKPCC for the construction of Mini Secretariat at an estimated cost of Rs. 16.74 crore. He said that the complex would be completed in a minimum possible time. He said once the complex is completed, the offices which are presently operating from Pulwama and Bijbehara would be shifted to Shopian.
