Panel discussion on J&K State Budget conducted | | | EARLY TIMES REPORT JAMMU, March 16 : To deliberate upon the impact of J&K State budget 2011-12, presented before the State Legislature on March 7, IIPA J&K Regional branch conducted a panel discussion on the "Reflections on the State budget 2011-12" at IIPA complex. Economic Advisor to the Government of J&K J.A. Khan, IAS (Retd), was the chief guest with Y.V Sharma, President Chambers of Commerce & Industries, Jammu chapter and Prof. R.L. Bhat, noted Economist as panelists. Hony. Secretary IIPA, JBS Johar, welcomed the guests. A healthy discussion was held and all the members give their impression on the impact of the State budget, particularly on the weaker sections and business class. Y.V. Sharma stressed upon the need to develop the Hydro Mineral resources sectors and to control the power losses. Prof R.L. Bhat stressed upon surgical intervention to initiate high rate of growth, rationalization of the excessive employment in the Government sector. He also stressed on the need for value addition in the Horticulture sector. Reacting to the panelists, J.A. Khan elaborately explained details of the Revenue and non-revenue expenditure. He also highlighted achievements of pension scheme 2010, SKEWP and other schemes. He appreciated the positive impact of EDIP in generation of self employment and enterprenuring development. He stated that the annual budgets are in continuation to the previous year’s budget and are indicative of the intentions of the Government. The discussion was followed by a question-answer session. Dr.Ashok Bhan, IPS (Retd) ,Chairman IIPA .J&K Region-IX branch, Dr. C.M. Seth, members of IIPA J&K Regional branch, eminent citizens and businessmen of Jammu attended the panel discussion.
