Autonomy would set the clock back:10-year old union cabinet's decision | (Behind the veil) | | Early Times Report If the three interlocutors have recommended, in their sixth report to the central Government, restoration of greater autonomy to Jammu and Kashmir does it mean that the basic task assigned to Dileep Padgaonkar,Radha Kumar and M.M.Ansari,was to suggest which political arrangement could end violence and resolve the Kashmir issue? If this was the task the Government of India has simply wasted money and time on the exercise of appointing three interlocuters.As per the ruckus in the Assembly the interlocutors have recommended restoration of pre-1953 status to Jammu and Kashmir. It is yet to be clear whether the interlocutors have suggested to the centre to accept the autonomy report prepared by the National Conference and which had been adopted by the state Assembly on June 26,2000. If the interlocutors have recommended to the centre that the autonomy report of the National Conference be accepted it means that majority of those central laws applied or extended to the state of Jammu and Kashmir after 1953 have to be repealed or the interlocutors have suggested to the Government of India that the NC demand for change in the nomenclature of the Governor to Sader-i-Riyasat and that of the Chief Minister to Wazir Azam(Prime Minister) which was the constitutional position till 1953. Since the union cabinet has rejected the autonomy committee report over 10 years ago it may look political unwise on the part of the Congress led UPA Government to accept the recommendations of the interlocutors. At that time the then National Conference led Government had submitted the autonomy resolution, which had been adopted by the state legislature, to the Government of India. It was taken up for discussion by the Union Cabinet. Its decision was crisp and meaningful. It said that the :"cabinet finds the resolution passed by Jammu and Kashmir Assembly endorsing report of the state Autonomy Committee unacceptable. The cabinet feels that the acceptance of this resolution would the set the clock back and reverses the natural process of harmonising the aspirations of the people of Jammu and Kashmir." The union cabinet decision had hardly buried the demand for restoration of the pre-1953 constitutional position to Jammu and Kashmir. Whether in the oor in power the National Confer enc leadership continues to treat the autonomy resolution as the only mantra for resolving the turmoil in Kashmir and for settling the Kashmir issue. Whether it has the capacity to solve the Kashmir issue or not is a moot idea. The Kashmir issue was not dead when the state enjoyed a dose of greater autonomy between 1948 and 1953 is the argument of the Kashmiri separatists. Those belonging to the PDP say that autonomy resolution can act as a potion for addressing the internal dimensions of the Kashmir issue. They are of the firm opinion that the PDP's self-rule concept had the potential of addressing both the internal and the external dimensions of the Kashmir issue. One thing needs to be explained. Had the Pakistan sponsored proxy war in Jammu and Kashmir, which has so far resulted in the death of over 50,000 people including security personnel, been launched for securing restoration of greater autonomy for the state. Certainly not.The proxy war has been launched for annexing Kashmir or for forcing New Delhi to resort to give and take on Kashmir. Another question needs explanation. Will change of nomenclature help Omar Abdullah to improve his governance in the capacity of Prime Minister? Does he feel helpless while functioning as Chief Minister? Isn’t restoration of pre-1953 constitutional position like a rubber bullet that cannot kill but immobilize those that are hit by such bullets? But the state does not have dearth of those who support autonomy or self-rule on the plea that any such arrangement could satisfy aspirations of those favouring azadi.(eom
