Interlocutors 'report' stirs hornet's nest in Assembly | BJP, PP, JSM up in arms against recommendations, stage walkout | | NC in favour, Congress mute, PDP in 'wait & watch' mode KUNAL SHRIVATSA JAMMU, Mar 17: Bedlam prevailed in the State Legislative Assembly today as the opposition parties having their stronghold in Jammu region including Bharatiya Janta Party (BJP), Jammu Kashmir National Panthers Party (JKNPP) and Jammu State Morcha (JSM) created a ruckus over the reported recommendations of the 3-member team of Interlocutors, who have allegedly proposed to the Union Government to restore pre-1953 situation besides change in nomenclature of the Chief Minister to Wazir-e-Azam and the Governor as Sadar-e-Riyasat. Soon after the Question Hour concluded, the BJP, JKNPP and JSM members started the protest over the interlocutors’ sixth report submitted recently to the Union Home Ministry. The Jammu based opposition legislators before staging a walkout from the House over the reported suggestions of the interlocutors created uproar and alleged that that the interlocutors have violated terms of their reference. Raising the issue senior JKNPP leader Harsh Dev Singh said, “By recommending the changes in the nomenclature of Chief Minister and Governor, the interlocutors have tried to turn the clock back….. It is an attempt to weaken the integration of the State with the Union of India…. This is an extra-constitutional advice; we condemn it and strongly oppose it.” Supporting Harsh Dev, the BJP Legislature Party leader Prof Chaman Lal Gupta said “If any attempt to change the nomenclature is made, it would be opposed tooth and nail.” BJP’s Deputy Leader in the House, Jugal Kishore also vent out his ire over the interlocutors’ recommendations by saying, “We reject the report and won’t accept it at any cost….. The House should bring a resolution to condemn it.” However, PDP legislator Nizam-ud-din Bhat joining the debate tried to defuse the tension in the House. Bhat said, “Let’s wait for the report to be in public domain, till then we should not raise objections In the meantime, independent MLA Engineer Abdul Rashid too jumped into the discussion and said, “If reversing the clock can resolve the Kashmir issue, then what is the harm in doing so.” Shamima Firdous and Aijaz Jan of National Conference (NC) too aired their views on the issue and supported the interlocutors recommendations viz a viz Autonomy resolution. Annoyed over the remarks of NC legislators, the entire Jammu based opposition comprising BJP, JKNPP and lone member of JSM staged a walkout from the House amid sloganeering. Later, addressing media persons in separate press conferences outside the State Legislative Assembly, the opposition legislators termed the report submitted by the interlocutors to the centre as 'objectionable' saying that it is the handiwork of some vested interests. JKNPP legislator Harsh Dev Singh accompanied by his other colleagues Balwant Singh Mankotia and Yashpal Kundal said, “The recommendation made by the interlocutors is not only violative of the Constitution but its also highly outrageous ." Harsh alleged, “By proposing pre-1953 situation in Jammu and Kashmir and change in the nomenclature of Chief Minister as ‘Wazir-e-Azam’ and Governor as ‘Sadar-e-Riyasat’, the interlocutors are trying to reverse the clock…… We oppose such a report which has hurt the sentiments of nationalist forces.” Addressing the reporters, the BJP leader Ashok Khajuria said, "The interlocutors are crossing the limits and UPA Government is watching their actions as a mute spectator…. BJP would oppose anything which dilutes the bond of the State with the Union of India,” senior BJP leader Ashok Khajuria said While addressing the media persons, JSM member also condemned the recommendations of the interlocutors and demanded that they must be called back. “Call back the interlocutors…. I urge the centre not to get influenced by the State Government….. We strongly condemn such a recommendation which will not tolerated by the people of the state.” Meanwhile, Finance Minister Abdul Rahim Rather in an apparent bid to cool down the tempers of the opposition said, “I would like to advise the members that we should wait for the report to be made public…. The legislators should not react to rumours… Government is ready to discuss the matter on the floor of the House provided the Union Government first made it public.” It is worthy to mention here that he three interlocutors- Dileep Padgaonkar, Radha Kumar and M M Ansari have allegedly proposed to the Union Government to restore pre-1953 situation besides change in nomenclature of the Chief Minister to Wazir-e-Azam and the Governor as Sadar-e-Riyasat. The issue rocked the Lok Sabha yesterday with members cutting across party lines objected to it. The interlocutors were appointed by the Union Government to make recommendations with regard to restoration of peace and normalcy in J&K.
