62687 persons given ownership rights under Roshni Act: Bhalla

JAMMU, Mar 18: Minister for Revenue and Rehabilitation, Raman Bhalla informed the House that government has adopted a comprehensive programme to regularize 20 lakhs kanals of state land under Roshni Act after proper verification through field agencies of the department to vest ownership rights to the concerned people.
The Minister was replying to a clubbed question by Nizam-ud-Din Khatana, Khalid Najib Suharwardy, Subash Chander Gupta and Javid Ahmad Rana in Legislative Council today.
He said as many as 1, 47, 752 applications were disposed off till date and 62, 687 persons have been conferred ownership rights by the concerned price fixation committee for 6, 75, 230 kanals of land under the Roshni Act. He said the revenue realized by the department as a result of implementation of Roshni scheme is Rs. 72.90 crore of the department.
Regarding the rate fixation of land in Municipal Corporation Limits and Notified Areas, the Minister said rates were fixed by the concerned district price fixation committee under Section 12 of the said Act for different kinds of land within the Municipal Corporation Limits and Notified Areas including other areas as per the parameters envisaged in the Jammu and Kashmir State Lands Act-2001 and the Rules made there under.

Referring to rate variation, Bhalla said that the rates charged under Roshni scheme may vary from the rates charged by the Housing and Urban Development department, for regularization of colonies in view of the fact that the land being vested under Roshni Scheme is governed by the provisions contained in J&K State Lands Act-2001, as per the parameters therein. He said the agriculture land is being vested free of cost under Roshni scheme.
The Minister said the provision of J&K State Land (Vesting of Ownership Right to occupants) Act-2001, are applicable for vesting of ownership rights to the state land only.
