Govt to use ICT initiatives to save forests | ‘Blue-print prepared’ | | EARLY TIMES REPORT Srinagar, Mar 18 : To curb the activities of timber smugglers and protect forest assets in a better way, the Jammu and Kashmir Forest Department has prepared a blue print where by latest technology will be used to prevent damages to the forests. Sources said the JK government wants to examine Information, Communication and Technology (ICT) initiatives of Madhya Pradesh Forest department to save forests from degradation. “In this regard, Principle Chief Conservator of Forests visited Madhya Pradesh recently to explore the possibilities how ICT initiates can be used in J&K to save forests,” they said. A senior officer of the department said, “The main objective of the ICT application in the Department will be to systematically organize planning implementation and monitoring of forestry and other related operations by systemic collection storage and retrieval of MIS and Geo-spatial data through a computer based communication network.” Some of the features of new ICT initiative will be Forest Protection Management System (FPMS) which would monitor protection status of forests and wild life, Forest Offence Management System (FOMS), which registers forest offences electronically, Fire Alert Messaging System (FAMS), which uses processed remote sensing data of active fire locations obtained from MODIS satellite and sends alerts to concerned field staff, Protection Information Management System (FIMS) and Protected Area Network Management System (PANMS). The JK Forest department, sources added, has prepared the blue print of the project and work on it would soon start. “The Department is contemplating to refurbish infrastructure through funding from 13th Finance Commission, Forest Department agencies and Compensatory Afforestation Fund Management and Planning Authority (CAMPA),” sources added. The ICT initiative is expected to accelerate the pace of implementation of the Forest Policy adopted recently by the Department. When contacted, the PCCF, R D Tiwari, confirmed that the blue print of the project has been prepared. “With the help of ICT tools, there will be fast communication linkage and transfer of information system from bottom to top. For this purpose all the data in the department will be digitized.” “The ICT tools will prevent land encroachments and besides will be helpful for overall management of natural resources,” he added. Tiwari said that Forest Minister, Mian Altaf, has given clear instructions to all that degraded forest areas should be on top most priority. “Damages in Shopian and Rafiabad areas in the past will be countered by massive afforestation programmes. Initiatives taken by the Forest Minister in controlling degradation in Shopian, Budgam and Rafiabad areas would get a boost.” He also said that the department plans to plant thousands of trees on World Arbor Day on March 21 in Srinagar. “A program Green Srinagar, Green Kashmir has been envisaged in which various government departments will pool their resources to plant trees on a massive scale,” he added.
