Autonomy demand triggers animated debate in political circles | | | Early Times Report Jammu, Mar 19: If the PDP members of the state Assembly defended the reported recommendations of the interlocutors favouring restoration of pre-1953 constitutional status to the state of Jammu and Kashmir they were not supporting the autonomy concept as envisaged by the National Conference. They were defending interlocutors views on experimenting various options for the settlement of the turmoil in Kashmir. Reports says that by def ending interlocutors' reported recommendation he PDP wanted to demonstrate its Kashmir centric bias. Even if its support for the idea was mistaken for a thaw between the two political rivals,the NC and the PDP,such impression was misplaced. The PDP simply did not want to provide any leverage to the NC by opposing the interlocutors recommendations as that could have been construed as support to the Jammu centric parties like the Panthers, the BJP and the JSM. Asked why the PDP members supported the greater autonomy concept on the floor of the House senior party leaders said "we were seeking detailed review and examination of various options that had surfaced from different political quarters for resolving the conflict within the state." In reply to a question one leader said that besides the National Conference's autonomy resolution the Government of India had, before it, the PDP's self-rule idea , the separatists' four-point formula and Sajjad Lone's vision document on achievable nationhood."We want the Government of India to consider these proposals and find out which was the most suitable for the settlement of the unrest in the state,"he said. Asked whether the PDP plans to remain silent on its demand for the implementation of the self-rule concept the PDP leader said "there is no question of remaining silent over it.""We believe that self-rule idea is far better and comprehensive than the autonomy resolution of the National Conference because the former is aimed at addressing the internal and the external dimensions of the Kashmir issue." Yet another PDP leader said that the autonomy resolution may simply be a political arrangement between the state and the centre. Working chairman of Panthers Party,Harsh Dev Singh,said that acceptance of autonomy demand would create number of constitutional and political problems not only in Jammu and Kashmir but in other states too.He said if the interlocutors have recommended pre-1953 constitutional status they seem to have gone a step beyond their brief because whatever they have recommended is not within the ambit of the constitution of India. Kashmiri separatists seem to be critical of the very idea of greater autonomy on the plea that it would not lead to the settlement of the Kashmir issue. APHC leaders say that had autonomy been a substitute for the settlement of the Kashmir issue why the problem remained alive when the state enjoyed a full dose of autonomy. These separatists want the resolution of the Kashmir issue and not any modification in the political and constitutional arrangement and that settlement can be possible when Delhi held triangular talks.Only those talks can prove fruitful and result oriented if Pakistan and the genuine representatives of the people of Jammu and Kashmir state were involved in those par leys. Harsh Dev feels that since autonomy does not have the potential for restoring peace in the state the Government of India would commit another blunder by accepting the demand for autonomy.He said that the very concept of greater autonomy has received stiff opposition from majority of people belonging to the regions of Jammu and Ladakh and hence no Government can afford to neglect the aspiration of people of these two regions for the appeasement of National Conference leadership. |
