People of Doda- Rajouri- Poonch – Udhampur- Kathua were also hit by terrorist in 1990 itself

Even a summary scrutiny of informally collected / referred information would reveal that the grievances of the persons who were displaced from their natural habitat and occupations as a result of terrorist activities in the Jammu region of the State of Jammu & Kashmir have not received due, proper and adequate attention at the level of State / Central Government . Even the awareness about the militancy affected areas and people of J&K amongst the people of other parts of India is not that comprehensive. In general the people otside carry the impression that any affect of militancy where ever it has been its has been only in the Kashmir Region ( Valley ) of J&K and the people uprooted from their hearths have been those who belonged to Kashmir Valley only. Where as the facts are much different . The people of Jammu region too got inflicted with the wounds of terrorist activities almost at the same time when it happened in the Kashmir valley. The immediately affected areas of Jammu province lied in Doda, Kishtwar, Ramban, Banihal, upper reaches of Udhampur, Mohr, Marwah, remotes of Rajouri and Poonch and even remotes of Kathua district. No doubt in Kashmir valley there has been very less rejection of “separatist” ideologically in public and separatists feel there encouraged. Where as in Jammu region so far there has been no separatist leadership in the forefront questioning the accession of J&K with India nor have been there any groups demanding dilution in the bonds between J&K and India.
People in other parts of the Country ( India ) believed that the problem of terrorism was confined to the valley only and Jammu region was safe. In the other parts of the country the general impression has been that Kashmiri Pandits were the only people who had compelling / unfair circumstances worth forcing them to abandon their natural habitat. The other general conviction and understanding that has been observed is that only Hindus and other non-muslim communities were forced to migrate and terrorists targeted only non- muslims. Where as the fact is that the militancy affected areas of Jammu Region have very large muslim population ( rather there some areas have majority muslim population). Both Hindu and Muslims have been killed in large numbers. Both hindu and muslims have been killed, kidnapped, raped and brutally damaged bodily in Rajouri / Poonch / Doda/ Udhampur Districts of Jammu region. The people have suffered alround damages in the field of education, business, trade , employment , dairy, poultry and what not. In view of no proper registration they have not been able to avail of the concessions / support proviced by other Indian states in the fields of education and employment like the Kashmir region migrants.
It was on 2 June 1994 that while at Poonch Mufti Mohd Sayeed too appreciated the people of Rajouri and Poonch for remaining peaceful despite provocations and advised the Governor / Center that it does not mean that they should be ignored because they have remained peaceful all these years despite official apathy. Though Mufti too did not care for the militancy affected people of Jammu Region when he came to power in 2002, let his advice be taken care by Jenab Omar Abdullah and New Delhi in 2011.
The areas comprised of (a) the most distant inhabitations of J&K (ii) the areas with the lowest surface transport link level in J&K, (iii) the areas inhabited by the majority nomad community of J&K, (iv) the areas that had distantly and remotely placed villages, (v) the areas that had remained over looked over 5 decades as regards development of education, industrial, communicaton, commercial tourism infrastructure ( inspite of large potential for sumeer tourism and pilgrim tourism), (v) the areas that remained neglected as regards agriculture, horticulture, apiculture, local crafts / industry, (vi) the areas that had surface transport links not even one fifth of what Kashmir valley in general had, (vii) areas where the people were the poorest of the poor and the areas where the masses were very less exposed to the information / knowledge and the areas where effective education levels as well as employment levels in superior services in private sector / government sector was very very less. And above all the qantum of most distant and economically poor area that fell in Jammu Region was even more than the whole area of Kashmir Valley. But still the people of these areas were made to suffer and were neglected since they were very less explosed to outside world & their people had no suffient power of pen to carry their cause to the people outside / Indian government as the kashmiri migrants could do. It is the hard effort of the literate and informed Kashmiri migrants that could make their voice heard out side worth some attention , otherwise had they not been running on their toes they too would have been neglected. Unfortunately no human rights organisation or outside community worked for the cause of the militancy affected people of Jammu region. They have been hence receiving very very less attention and publicity as received by the plight of the displaced persons from the Kashmir valley who were forced by terrorist activities to migrate from the Kashmir valley to Jammu region of the state or to other parts of the country So all these years right from 1990 enough of working field with very remote resistance from local police / security forces and poor / innocent local population to exploit in the name of poverty/ social linkages has remained available to militants.
It has also been observed that there is a strong perception and feeling in the Jammu region that even the militancy affected people of Jammu region were being discriminated against by giving preferential treatment to the terrorist affected people of the Kashmir valley. It is being alleged that the Central and State Governments were neglecting and giving step-motherly treatment to the people of Jammu region. Many unheard migrated poor people might have gone back to live at the mercy of terrorists. So, the numbers in the unofficial habitations / hired localities of terrorised people from these areas may not be the actual number of those suffering. A study into the affairs of remote areas of Jammu region as regards the period/time status of emergence of terrorist threats , the extent of onslaught of terrorism , the problems of the people affected by any terrorist activities , status of those who were ever forced to abandon their normal places of residence / trade /and occupations , the help and attention received by the affected people from the government / other organisations would reveal the height of agony and neglect these people have been suffering since last more than two decades.
On July 12 ,2006,The Supreme Court of India directed the Union government and the J&K government to treat the Jammu migrants on par with Kashmir migrants for grant of relief.A bench comprising Justices K G Balakrishanan, Tarun Chatterjee and D K Jain passed the directions after hearing Sh Bhim Singh who pleaded that migrant families from Jammu were discriminated against by the authorities and migrants from Poonch, Doda, Rajouri and Udhampur have been living under inhuman conditions. As per reports it is alleged It has been contested by the people / leaders from the terrorist affected areas of Jammu region that inspite of advice from Supreme court of India migrants of Jammu Province are still not being treated at par with the migrants from the Kashmir valley. It is 2011 now. Why at there should be any need for the people to move Hc or SC ?. Why should not the governments on their own come to the resce of the common man even if the affected people do not have capacity / education / resorces to write a petition / prayer on their own.It is too late .Such neglects and silence on the part of government may not cause serious damages to efforts being made for normalising the political turmoil in J&K in times ahead. Governemnt of J&K must come out with a white paper on all this to avoid resentments in the affected people.
