Black spot on democratic system: Mahbooba | CM declines comment on AI report | | EARLY TIMES REPORT Jammu March 21: The Amnesty International report on Public Safety Act (PSA) released today at Srinagar evoked a comment from peoples democratic Party (PDP) president and leader of opposition, Mahbooba Mufti. The Chief Minister, however, declined comment. “Sorry I can’t say anything on it, “Chief Minister, Omar Abdullah told news men. The Chief Minister, according to the AI team, chose not to meet the team last week in Jammu. Peoples Democratic Party (PDP) president Mahbooba Mufti has said the Amnesty International (AI) report on administrative detentions in the state is a black spot on the fair name of country’s democratic system. Responding to latest report of the human rights watchdog she said the damning report on the misuse of Public Safety Act (PSA) in Kashmir highlights the reversal of the healing touch and reconciliation process in the state under the present coalition. She said even as the report causes a dent on the image of the country, it should be taken as a challenge to set things right in the state that has suffered worst turmoil and has been struggling to sort out matters through peaceful means for several years now. She said though the use of extraordinary powers provided to the government under the PSA and other laws could have been justified at some point of time these are completely out of place in the changed scenario. “It is singularly unfortunate that we should be earning such a negative human rights rating after things had started looking up for some time” she said. The reversal, she added can be attributed only to the ham handed handling of state affairs by the present coalition and an insensitive and often draconian treatment to control its fallout. Mahbooba said PDP has been highlighting the failure to provide justice to people and the alienation it has been breeding as a result. The subversion of judicial system by the state government which ignores court orders with impunity has added a more sinister dimension to the human rights crisis in the state she regretted. The National Conference leader and MP, Dr Mehboob Beg while welcoming the report said , “We were anxiously waiting for it so that all the black laws in the state are repealed. Chief Minister Omar Abdullah has time and again said so in the Assembly and outside it.” Senior Congress leader and Minister for PHE, Irrigation and Flood Control, Taj Mohi-ud-Din said, “Human Rights violations can’t be tolerated and Prime Minister, Dr Manmohan Singh, Union Home Minister, P Chidambaram and Chief Minister, Omar Abdullah have time and again stated that there would be zero tolerance on human rights violations.” The Democratic Party (Nationalist) president and Agriculture Minister, Ghulam Hassan Mir said that the state government was always in favour of repealing the black laws. “Whether some one recommends or not, state government is alive to this issue. Chief Minister has already made his stand clear on draconian laws,” Mir said. The Peoples Democratic Front chairman and MLA Khansahib, Hakeem Mohammad Yasin while welcoming the report said, “My party’s stand from the beginning was that black laws should be repealed from the state. Even Chief Minister said so in the Assembly. But now time has come when there is need to implement it on ground.”
