IAS, IPS officers in JK should be in 90:10 ratio: Mehbooba

Jammu, Mar 22: The Peoples Democratic Party president, Mehbooba Mufti, Tuesday, said IAS and IPS officers in the State should be in the ratio of 90: 10 to ensure local officers have adequate say and access in administrative matters.
Initiating discussion on the demands for grants of the departments under the charge of Chief Minister in Legislative Assembly today, Mehbooba said all out efforts are needed to rope in the forces outside mainstream politics for bringing peace and stability in the State. “We need to address the alienation among the youth, and create congenial atmosphere so that this vast section feels safe and secure,” she said.
The PDP president called for strengthening democratic institutions to honor people, who she said rejected bullet for ballot in 2008 and participated in the elections massively.
She also stressed on coordinated efforts cutting across party lines to create amiable atmosphere for progress and development of the State. “Everybody among us has to contribute our mite to strengthen democracy and reactivate its institutions”, she said.
The leader of opposition called for release of youth detained under PSA even as she urged the government to dispense justice to the families who have lost their dear ones in the last year’s summer unrest.
Mehbooba said her party has not confined solution to the Kashmir problem to Self-Rule or Autonomy. She said IAS and IPS officers in the State should be in the ratio of 90: 10 to ensure local officers have adequate say and access in administrative matters.
Er Abdul Rashid stressed on reviewing PSA cases. He demanded permanent resolution of Kashmir problem. He also advocated dialogue with separatists to pave the way for durable solution to the Kashmir imbroglio.
Prof Chaman Lal Gupta called for united efforts to resolve Kashmir problem. He also sought review of Sindh Water Treaty to make up the losses suffered by the State on account of its discriminatory provisions.
Vikar Rasool sought additional funds for vital sectors like road connectivity and improvement of power in Banihal constituency. He urged for creation of a separate Planning Commission for hilly areas to ensure their fast track development. He also demanded enhancement in CDF on the pattern of other states of India.
Ch Mohammad Ramzan demanded autonomy to fulfill the aspirations of the people of the State. He stressed on involvement of Hurriyat in peace talks. He sought special efforts for upgradation of infrastructure in vital sectors like Power, PHE and Roads in Handwara constituency. He suggested special training capsules for Police to deal with mob violence.
