Early Times Report
Jammu, March 22: Sticking to her party’s line on separatist politics, PDP president Mehbooba Mufti today called upon the Chief Minister Omar Abdullah to take ‘young separatist leaders’ on board viz-a-viz dialogue process and become a facilitator for smooth talks for the larger purpose of resolution of Kashmir issue. Mehbooba said it was high time to create congenial atmosphere and explore a ‘meeting point’ so as to positively engage the young leaders who are outside the mainstream politics in the meaningful dialogue. Mehbooba asked Omar to rise above the politics of power and understand his responsibility in this direction as a ‘facilitator’.
Initiating discussion in the state assembly over the grants of various departments headed by Chief Minister Omar Abdullah, Mehbooba Mufti underlined the need for involving young leaders in talks and said this was the only way to build congenial atmosphere in the state. “J&K is unique state where we have young leaders in all hues of politics.......there is no dearth of young leaders in Kashmir.....”, PDP chief said while naming a few in separatist camp like Mirwaiz Omar Farooq, the Lone brothers , Yasin Malik ... “if hardline Hurriyat leader Syed Ali Shah Geelani is not responding to the dialogue offer the government should try and engage these young leaders in Kashmir" she emphasised.
Mehbooba substantiated her point reminding when her father Mufti Mohammad Syed was in Congress, he too had explored a ‘meeting point’ to rope in late Sheikh Mohammad Abdullah who was in favour of plebiscite and his(Mufti’s) efforts had ‘borne the desired results’. Negating the present policy of government she said somewhere we have to find a common meeting ground and some bold steps were must for that. “ Rampant arrests won’t yeiled any good...... government should think of releasing political prisoners and all those youngsters detained in the jails”, she asserted adding that nearly 4500 youth were being arrested released and re arrested...,thousands are on run for fear of getting arrested .
The PDP president , who was in her oratory best said the talk or setting up of Truth and reconciliation Commission will yield no results unless and until justice is done with over 115 youth who were killed in the unrest last year.
Taking a dig at the Chief Minister , Mehbooba scoffed at what she said that his assertions about democracy in Delhi won’t yield any results. “ Dilli Main Jamhooriyat Par Bhashan Dene Se nahi Chalega.......Jamhooriat Ka Chehra J&K main hi dikhega....(you have to show and demonstrate real face of democracy in this state.....” she remarked. Referring to the Amnesty International report Mehbooba said it was due to wrong policies pursued by NC led government in J&K on account of which New Delhi has been the centre of attack and criticism by AI. Justifying PDP’s consistent demand in support of withdrawal of Disturbed areas act and removal of presence of security forces from thickly habitated areas in Kashmir valley, Mehbooba said this would provide a sense of responsibility and sense of security among the residents of the areas where the troops are densely deployed.
Referring to the reports that Interlocutors may recommend Autonomy for the state of Jammu and Kashmir in their report to the Union Home Ministry Mehbooba said Autonomy cannot be enough to resolve the issue of Kashmir. It is just one dimension and no one can resolve the issue by merely changing the nomenclature. “We don’t criticise autonomy but we feel it is insufficient....we asking things beyond what autonomy recommends .....we are for rotational Governor from within the state......the ratio of KAS and IAS officers in the state at 10 : 90...”, the PDP chief said contending this arrangement would prove more beneficial for the people of Jammu.

Questioning the contours of the Rehabilitation policy of the state government, the PDP chief said it will yield no result if the government on other side continued with its policy of arresting young boys in Valley. "I find it strange and contradictory that the state government is ready to welcome youth returning from across the line of control with guns but it is shying away from creating congenial atmosphere for the youth in Kashmir”.
Hoping for a congenial atmosphere in the state, Peoples Democratic Party (PDP) president Mehbooba Mufti today said that Jammu and Kashmir should be the 'bridge' for better Indo-Pak ties.

Lauding former Prime Minister Atal Bihari Vajpayee for initiating Indo-Pak dialogue, Mehbooba said, ‘’mein salaam karti hoon Vajpayee saab ko for strengthening Indo-Pak relations.’’ She asked the BJP legislators in the House that instead of creating hue and cry over autonomy or self-rule, they should discuss them, at least on the points of agreement.

A mix of advices & criticism with ‘pun’
It was mix of the advices and criticism for her political opponent woven with some substance in the content that PDP president Mehbooba Mufti chose to express in her long speech on grants for the departments headed by CM. While Mehbooba reminded him he was young had a long way to go, she also cautioned him that the times had changed and in present era people do not wait for long to ‘remove or replace’ the rulers they feel do not deliver. She also highlighted the shortfalls in the planning and power department under Omar Abdullah and came down heavily on the issue of additionalities for specific constituencies. However, in an oblique attack woven with some pun , Mehbooba hit him to the hilt when she referred to some story of a ‘Badshah’. Even as this prompted rural development minister Ali Mohammad Sagar who scoffed at the comment only to be rebuffed by the ‘zalim badshah’ remark of Mehbooba. The PDP chief also sarcastically took a dig without naming anyone that had PDP resorted to the systems of receiving commissions in the prestigious Sawlakote power project , she too would have been using a watch worth Rs 50 lakhs , a car worth over Rs one cr.....property in Dubai.......etc.She howver, advised him to take some decisions in the larger interest of the people of the state by rising above the party politics.
