J&K housing board leaves inmates in fix, confusion over water tax payment | | | Early Times Report JAMMU, Mar 24: Strange are the ways and means of the state government of Jammu and Kashmir when it comes to collecting water tax from the consumers. For over last 10 years, Jammu and Kashmir housing board authorities are sitting over the issue of deciding modalities as to how to go about collecting tax from the consumers who are living in residential flats constructed by the Housing board authorities in Channi Himmat. Efficiency of housing board authorities can be simply judged from the fact that despite handing over possession of flats more than 10 years ago the housing board authorities have failed to resolve the issue. Every year as the March end approaches, government departments carry out special drives to increase revenue collection under different heads. But strangely, the long pending issue of collection of water tax between the state PHE department and the housing board authorities is still pending. Throughout the year, housing board authorities sit quiet in their cozy offices and do nothing but as the financial year draws to a close, they do the customary job of writing letters and avoid taking final decision. Due to this, consumers who want to clear their pending bills face many hardships and are at the receiving end as they have nowhere to go. On one hand, huge bills are shown pending against the name of consumers and when consumers willingly go out to deposit their water tax there is no one ready to accept the money and issue a receipt. It may be mentioned here after handing over the possession of flats more than 10 years ago, housing board authorities never bothered to issue a single notice to the flat owners in connection with the water tax and when the PHE authorities directed them to clear their pending bills, housing board authorities woke up from their deep slumber but are yet to take a final decision. When a group of residents approached the office of the Housing board in connection with the pending water tax, board authorities refused to accept money from them. Officials of the housing board also directed the consumers to visit the office of the Executive engineer PHE Division II in connection with the water tax. Since not a single owner of the flat has a water connection in their name, there is no way they could deposit their money directly with the PHE authorities and the housing board which is providing water supply to the flat owners is not ready to accept the money. Authorities simply pass the buck and shy away from taking a decision in the interest of consumers who are ready to clear their pending bills. Official sources said that housing board authorities vide letter no12385-87 dated 24 march 2011 have apprised the Assistant executive engineer, PHE Division Narwal that since the hosing board authorities have handed over the possession of the flats to the allottees. Housing board authorities have also made it clear to PHE authorities that water tariff may kindly be charged from respective flat owners.
