EARLY TIMES REPORT
JAMMU, Mar 24:
Keeping in view the literacy rate of Gujjars and Bakerwals, the Jammu and Kashmir Government has come up with a novel scheme of mobile schools which to some extent has improved their literacy level.
Every year in April-May, more than two lakh people from the nomadic Gujjar and Bakarwal tribes arrive in the meadows of Kashmir and parts of Ladakh from Rajouri and Poonch districts and other areas of the Jammu region with their flocks of cattle and sheep.
As per the government data, in 2007 there were about 145 mobile schools out of total 298, have been converted into regular schools. But at present, 291 mobile schools are functioning in the state, out of these 217 are stationary and 74 schools are mobile. Apart from this as per the government figures, there are 474 seasonal camps which cater to the Gujjar, Bakarwal child population.

In the recent statement given by Minister for School Education, Peerzada Mohammad Sayeed in Legislative Assembly had announced that they are interested in opening up of more schools for the tribal community and are waiting for the recommendation of the Gujjar and Bakerwal Advisory Committee.
The Minister also said that under Sarva Shiksha Abhiyaan (SSA), in every Kilometer (KM) new schools are to be opened which cover all the habitations of Gujjar and Bakerwal community in the state.
These mobile schools are especially established for those communities who are wondering from one place to another, within a particular time. And the school also moved alongwith staff members.
However, there is some criticism of these schools also as many believe that they have not been able to deliver on ground. “Almost, all the schools are functioning in worst conditions and few steps have been taken to improve their functioning and providing teaching staff”, alleged a local leader.
Firdous Choudhary, a student one of the mobile school belonging to Gujjar community said that they are facing a lot of problems due to the non-availability of teacher in the mobile school of their area, due to which they are facing hardship in their studies.
Gulam Ali, a parent of a school going child alleged that government are creating ever new schemes for our community and also give us reservations in the placements of government sector, but when our children didn’t getting education appropriately, then how they will get the job. “Moreover, the government should concentrate on the last opened schools, instead of opening new one” he added.
