Govt. and not constitutional head can reduce trust deficit

Can the trust deficit between the people of Jammu and those in the Kashmir valley and between the people of the state and the rest of the country, as claimed by senior PDP leader Muzaffar Hussain Baig, be reduced if a permanent resident of the state is elected to the post of the Governor of Jammu and Kashmir ?Can this trust deficit be resolved if the state has an elected Governor to be known as the Sadr-i-Riyasat ?Does it mean that a non state subject functioning as Governor cannot reduce the level of trust deficit ?If one believes in the theory of Baig one cannot then but agree that the trust deficit can be resolved by the sadr-i-Riyasat and not by the Government elected by the people of the state. The argument seems funny on the plea that the trust deficit had not vanished during the period the state had an elected Sadr-i-Riyasat.Certainly not. Neither the Kashmir issue was dead nor the trust deficit had declined.Yes,one can say that the trust deficit
since 1953 had escalated for which other political events and developments have been responsible. Definitely one cannot blame change of the nomenclature of Sadr-i-Riyasat to the Governor and that of Wazir-e-Azam to the Chief Minister for increase in trust deficit. Similarly if the nomenclature of these two posts was changed to the one that existed till the beginning of 1965 it can have no direct bearing on trust deficit.It was on April 10,1965 that the nomenclature of Sadr-i-Riyasat and that of Wazir-e-Azam was changed to the Governor and the Chief Minister r espectively.
When the nomenclature was changed in 1965 nobody in the state talked about the dangers of escalation in the level of t rust deficit.Yes,if a section of people campaigned against the constitutional move it was over the plan of ending greater autonomy that the state enjoyed. The term trust deficit was unknown in the political jargon of those days. If one talks about trust deficit it is the result of post militancy developments. Well Baig has been more candid than others because hitherto political leaders, including Prime Minister,Manmohan Singh, have been talking about the need for reducing the trust deficit between India and Pakistan. These leaders do not talk about the trust deficit between the people of the Jammu region and those in the Kashmir valley.Yes,the level of trust deficit between the people of the two regions has gone high and if one tries to delve the reasons for it it seems to be the result of prolonged discrimination of
people of the region of Jammu. It is the result of Kashmir centric policies of the successive state Governments headed by the National Conference, the PDP and even the Congress. It is the result of central Government's failure to force the successive state Governments to initiate corrective measures for ending regional discrimination which has promoted trust deficit and suspicion.
In the context of growing trust deficit level one action from the Kashmir centric leaders finds its reaction in Jammu. It has been happening during the last 40 years and its reflections were seen on the floor of the Assembly two days ago. When Baig pleaded for change in nomenclature of the Governor to Sadar-i-Riyasat a senior BJP leader, Ashok Khajuria countered it by demanding revocation of the constitutional provision of twin flags and constitution. To him two constitutions and two flags had been one of the factors behind the Kashmir problem. He feels that this very constitutional provision has been the root cause for the growth of separatistism.One thing is certain that it is elected Government and the mainstream political leaders who can reduce the trust deficit level. The constitutional head, even if he is called Sadr-i-Riyasat and is elected by the members of the two houses of the state legislature, does not seem to have any role in reducing
trust deficit. If this job is left in the hands of the constitutional head it means that the elected Government in the state has been ineffective and incompetent in addressing an important issue called trust deficit.
