KVS officials misusing official position, alleges INTUC | | | EARLY TIMES REPORT JAMMU, Mar 25 : The Indian National Trade Union Congress today alleged that the officers of the Kendriya Vidyalaya Sangathan (KVS) in general and Asstt Commissioner Jammu Region P,K. Koul in particular were misusing their official position by violating the constitutional provisions of law applicable to the employees of the KVS. At a meeting held under the chairmanship of its general secretary Thakur Raghubir Singh Chib alleged that these officials were removing the poor employees from services or awarding them the major punishments without application of mind and without application of law applicable to them, a statement said. Speaking on the occasion, Chib pointed out that the KVS employees are governed by the CCS (CC&A) Rules 1965 for settlement of their disciplinary cases. He said that there is an elaborate procedure laid down in the CCA (CC&S) rules 1965 which is a great safe guard against any arbitrariness or injustice. The rights envisaged under the CCA (CC&S) rules have not been recognized properly and have been violated. He further pointed that hundreds of employees, many of whom have even completed service qualifying for pension, have been eased out of service, or awarded other sever punishments, without holding of any enquiry. Expressing concern over the matter, Chib appealed the President of India to intervene into the matter on priority and demanded that strict disciplinary action against the officers involved in these unlawful activities.
