School education: a mystery of improved literacy & poor infrastructure | | | Early Times Report JAMMU, Mar 25: The government on hand is up beat about the increase in the literacy rate in the state, but in contrast it has failed to meet the basic requirements of the educational institutions. As per the official record in 2001-02, the literacy rate was about 55.52 per cent which increased in 2010 upto 65.57 per cent, in which the male literacy is 75.30%, while female touched 57.11%, but in comparison, the infrastructural expansion in the institutions has not shown much increase and many of the schools are without basic infrastructure. According to the reports, nearly 16.60 lakh children are studying in government schools with a total dropout recorded at 39,150 as against 3.76 lakh in 2004-05. A total of 680 middle school buildings and 5,467 additional classrooms were constructed throughout the state to tide over accommodation problem of the students. Sources disclosed that there are various government schools in the state which are still running without proper infrastructure and required number of staff. Even Legislative Assembly discussed the poor state of the school infrastructure and the neglect it has faced in the policies and plans made by the government. “Many of the school are not upgraded from the last so many years, moreover many of them don’t have buildings and schools are accommodating in two or three rented rooms. Due to which the students are facing hardship”, said a official. He said that it is surprise that government claims that literacy has increased in Jammu and Kashmir, but it seems that they are just on papers. Giving the example is of the Government Primary School of village Rajwal, zone Jourian Tehsil Akhnoor, he said that there are only two teachers for 29 students. He further said that the school has only two rooms including a class and kitchen room for accommodating 29 students. At many time the department also advertised the posts for the staff in education department, but still there need more staff to be accommodate. As there are more schools needs to the functioning properly. Parents said that government claimed that they are providing free uniforms and books to the students’ upto middle school, but what about the basic facilities of desk besides other required things. They further said that some of the buildings of school are in worst condition and our children studying under life thread. “Forgetting these basic needs of the schools the government is only focusing on the literacy rate in the state. Besides this the quality of the education needs to be improving in these schools” they added. They stated that the government only stressed increased in literacy but not to provide quality education to the budding citizens of the state. Notably, in the recent statement of the concern minister, the department are providing free books to students from class 1 to 8, besides the government will also provide free of cost uniforms to all the students of government schools in the next fiscal to facilitate their education. As many as 551 headmasters, 1,757 subject teachers and 251 junior teachers will be appointed, the minister said.
