6 bills passed in legislative assembly | | | EARLY TIMES REPORT JAMMU, Mar 25: Legislative Assembly today passed six Bills pertaining to various sectors. House passed a Bill to provide for the delivery of public services to the people of the State within the specified time limit moved by Minister for Finance and Ladakh Affairs Abdul Rahim Rather. Outlining the broad contours of the Bill, Rather said that bill is aimed at bringing accountability within the Government and putting an end to the delays people generally face while applying for services like water connection, PRC, driving licences etc. He said that as per the Bill, time lines would be fixed for the officers within which they have to provide the services or the reasons for not providing otherwise action would be initiated against them. Syed Bashrat Bukhari, Ch. Zulafkar Ali and Mr Nizam-ud-Bhat had moved amendments to the bill, which were rejected by the House. A Bill to ban ragging in the education institutions of the state was also passed by the House with voice vote. Underlining the objectives of the bill Minister for Higher Education Abdul Gani Malik informed the House that the Bill has been moved on the directions of the Supreme Court to all States for the purpose. He said that ragging in the Education Institutions has assumed a menacing proposition discouraged many students to attend the classes freely, adding many gruesome cases of torture during ragging were reported from several States. He said that Bill has been drafted more or less on similar lines of the central act. He said that aim of the Bill is to curb and discourage the practice of ragging and allow an academic conducive atmosphere to flourish in colleges and universities of the State. Earlier, Harshdev Singh and Syed Basharat Bukhari had moved several amendments to the Bill which were rejected by the House while as the amendment moved by Nizam-ud-Din Bhat in Cluse-9 (IV) was accepted by the House. House also passed a Bill to amend the Jammu and Kashmir Registration of Tourist Trade Act, 1978 aimed at rationalizing tariff structure for persons and services associated with the tourist trade industry in the state. Speaking on the Bill Minister of State for Tourism, Nasir Aslam Wani said the aim of bringing in the amendment is to streamline the services in the Tourist Industry so that the tourists don’t feel cheated and transparent system of tariff charging is ensured. House also passed a Bill to amend the Motor Vehicles Act, 1988 and its application to the State. Bill was moved by Minister of State for Transport Shabir Ahmed Khan who said that aim of bill is to make punishment for offender of traffic rules more stringent by hiking fine amount from present slabs. The House also passed two Bills to amend J&K Fiscal Responsibility and Budget Management Act 2006 and J&K Civil Services (Special Provisions) Act 2010. Both the Bills were moved by Minister for Finance and Ladakh Affairs A.R. Rather.
