J&K refers revised rehabilitation proposal to centre: Bhalla

JAMMU, Mar 26: Jammu and Kashmir government has submitted a fresh proposal to central government for rehabilitation of Jammu migrants at par with Kashmiri migrants.
The proposal also includes provision of jobs for Jammu migrants. This was stated by the Minister for Revenue, Relief and Rehabilitation, Raman Bhalla in reply to a question of Bhalwant Singh Mankotia about extending the relief package to Jammu migrants on the analogy of Kashmiri migrants in legislative assembly today.
Minister said that the relief to the Kashmiri migrants is being provided under security related expenditure fully funded by the central government adding that as and when the revised rehabilitation proposal for Jammu migrants is approved, Jammu migrants would be rehabilitated at par with the Kashmiri migrants.
Replying to queries of members, Bhalla said that the division bench of the Court has directed that Jammu migrants be treated at par with Kashmiri migrants. State government filed an SLP before the Supreme Court against the judgment of the division bench which was disposed off by way of passing directions on 13th July 2006.
“Relief Commissioner may look into the matter and see whether they have been provided relief measures to which they are entitled. If there are lapses on part of officials or any arrears to be paid to migrants, same shall be made available to them at the earliest”.
Minister said that on the basis of orders passed by the Apex Court, registration process of Jammu migrants was started in 2007 and 1054 families consisting of 6508 souls have already been registered. As of now, 1054 families located at various places are availing these benefits, he added.
Members Prof. Chaman Lal Gupta, Mohammad Sharief Niaz, Harshdev Singh, M.Y. Tarigami, Zulfikar Ali and Mir Saifullah raised supplementaries on the main question and highlighted the demand for providing relief, rehabilitation to Jammu migrants at par with Kashmiri migrants.
