SVO to continue function under SVC: Omar | | | Early Times Report Jammu, Mar 28 :The Government on Monday said that there was question of conversion of State Vigilance Organization and it shall continue functioning under the overall supervision of State Vigilance Commission.In a written reply to the question of CPI (M) MLA, M Y Tarigami, in the Legislative Assembly, the Chief Minister, Omar Abdullah said, “However, a Bill to establish SVC was passed by the State Legislature in the last Budget session and same was submitted to Department of Law, Justice and Parliamentary Affairs and to the Governor.”The Governor has consented to the said Bill on January 19, 2011. “Accordingly, the J&K Vigilance Act came into force on February 15 and subsequently SVC has been constituted,” he said.On the reasons for delay in implementation of the recommendations of Second Administrative Reforms Commission of India (SARCI), the Chief Minister said, “The SARCI in its fourth report titled Ethics in Governance recommended jurisdiction of the Lokayukta be extended to only cases involving corruption and not look into public grievances. The Lokayukta shall deal with cases of corruption against ministers and MLAs.”“Each State should constitute a SVC to look into cases of corruption against the state government officials. The SARCI has also recommended that the Anti Corruption Bureaus should be brought under the control of SVC,” Omar added.
