Old age pension cases piling up, govt coffers empty

JAMMU, Mar 29: Lack of funds in the state has led to pendency of 1,28,918 pension cases that come under Indira Gandhi Nation Old Age Pension scheme(IGNOAPS) and Integrated Social Service Scheme (ISSS) in Jammu and Kashmir.
According to the official sources, under the ISSS scheme, 56,322 pension cases have still not been cleared by the Social Welfare department and 72,596 files of the pension cases under the Indira Gandhi National Old Age Pension scheme are still languishing in the government departments due to the non availability of funds.
In Jammu region alone, the number of cases pending under the ISSS scheme is 31,749, while the number of cases pending under the IGNOAPS is 29,531.
In Kashmir region the number of cases pending under the ISSS is 24,573, while the number cases pending under IGNOAPS is 43,065.
The Indira Gandhi National Old Age pension scheme is funded by both the Central government as well as the state government. Fifty percent is shared by the Central government whereas the other half is contributed by the State government.
Minister for Social Welfare Sakina Itoo told theEarly Times that, “It is a continuous process. The cases will increase with every passing day. We cannot expect the number of pension cases to decrease as the population is increasing day by day”.
She further added that “Under the IGNOAP, we are not getting sufficient funds from the Centre. Unless Centre sanctions their share of funds, we cannot sanction money from the state side. That is why all these cases are pending with the Social Welfare department”
Sakina Itoo, however gave another reason behind the delay in the pension cases. She said that the non availability of Below Poverty Line (BPL) cards is also responsible for delay in these cases. "Those people who do not possess these cards are not eligible under the IGNOAPS", she added.
The Social Welfare minister also maintained that there are people who are eligible for the BPL cards but they are not getting them due to the delay in the system.
