Speaker reacts angrily to Chaman's remarks, reproves him | | | EARLY TIMES REPORT JAMMU, Mar 30: Speaker Mohammad Akbar Lone today reacted angrily to Chaman Lal Gupta's remarks that the former ought to use his discretionary powers "judiciously". Before the introduction of private members' bills in the legislative assembly, Gupta said it was painful to note that most of his queries were listed in the unstarred set of questions. He regretted that the budget session was about to end but the government had neither listed his resolutions nor private members'
bills in the daily House business. The BJP MLA, who earlier represented Udhampur-Doda Lok Sabha seat, said in parliament, it was the business committee which decided such matters, but in J&K, "we have given you discretionary powers on this account and you need to use them judiciously." "When our resolutions and private members' bills are not taken up in the House, it causes us heartburn," he added. Reacting to his remarks, the speaker said parliament had its own rules and the state had its own. "We need to follow our own rules," he asserted. Lone, who looked angry, asked Gupta what he meant by "judicious". "Don't use this word in future. You cannot use this word," he said. "You cannot say I have not acted judiciously," the speaker said. Gupta sat silently in his seat and did not utter a word. Earlier, PDP's Zufikar said basic obligation was legislation.
