3/30/2011 9:34:02 PM
EARLY TIMES
Jammu, Mar 30: Justice on Trial (JOT) , an NGO along with Forum For Human Rights and Social Justice-Jammu & Kashmir today released a fact finding report instituted by a team of experts headed by Justice (retd.) and former Governor of Himachal Pradesh V.S.Kokje.
Addressing the intellectuals in seminar after submitting a copy of their report on terrorism victims of Jammu Province to Governor NN Vohra, leader of the opposition Mehbooba Mufti of PDP, Chaman Lal Gupta BJP, Balwant Singh Mankotia president Panthers Party yesterday, Justice Kokje said there is little awareness among the people in the rest of the country about the problems of terrorism-affected people of the Jammu region.
“Hence, their problems do not get the attention of those who can solve them,” He said our committees, which visited Rajouri, Poonch, Surankote, Mendhar, Reasi, Talwara, Banihal, Ukharal, Ramban, Doda, Kishtwar, Gandoh, Bhaderwah and Belicharana in the past one year found the worst human rights violation with these people.
He said our committee observed that the state government had not done enough when it comes to compensation to the terrorism-hit people of Jammu Province, who had to migrate from the Jammu region.
“The processing of relief applications was utterly sluggish and the application for issuing a dependence certificate remains pending for years,” He added that in the absence of a clear and unambiguous definition of “migrant” and “displaced persons” several deserving families were deprived of relief and rehabilitation.
Justice Kokje felt that members of village defense committees (VDC) and special police officers (SPOs), who played a significant role in containing militancy, should be treated at a par with policemen and jawans of the armed forces. They should be paid properly and regularly.
Chairman Tehreek-e-Insaf ex MLA Mohd Farooq Mir, Who Presided over the Seminar accused the state government for ignoring militancy affected people of Jammu and forced them to come on roads.
He said militancy victims of Jammu region are at edge of starvation and government failed to mitigate their sufferings. He said our people are begging for life but our govt. has no concern for them. He said over 50 percent cases of SRO-43 are still pending in Jammu province for disposal and instead of disposal of cases state government issued an order on January 27, 2009 that family having income more than 5000 per month shall not be given compensation whose family member is killed in militancy.
He warned the government to end injustice with the militancy affected people of Jammu province otherwise get ready to face consequences.
Seminar was attended by top class lawyers, professors, doctors and migrants from Rajouri, Poonch,Doda,Kishtwar,Ramban,Reasi & Udhampur. On this occasion justice on trial felicitated Mohd.Farooq Mir (ex MLA) Ghulam Moeudin Beg of Doda & Mohd.Aslam Kohli for their struggle in raising the voice of terrorism affected people of Jammu region.
