984 schools upgraded since 2002: Peerzada

JAMMU, Mar 30: Education minister Peerzada Mohammad Sayeed today informed the House that 611 middle schools and 373 high schools had been upgraded to higher levels since 2002.
These schools were upgraded under Rehabar-e-Taleem, Sarv Shiksha Abhiyan and Rashtrya Madhyamik Shiksha Abhiyan schemes. In reply to a Calling Attention Motion moved by Harsh Dev Singh, he
said apart from their upgradation, several new primary schools were opened in the state.
He said the upgradation of schools had two aspects which entailed financial implications.
He said till 2009-10, the state government had to bear the burden of all the financial implications on account of infrastructure and human resources (establishment cost) on account of secondary
education.
He said as the schools upgraded since 2002 were in three digits, it was not possible for the government to provide funds for creation of infrastructure and additional staff in one go.
He said upgradation of these schools required concurrence of planning and finance departments for creation of staff and infrastructure.
He said since huge finances were involved, the planning and finance departments approved creation of staff in phases for 611 high schools and 373 higher secondary schools upgraded since 2002.
Giving details about the status of staff and infrastructure in educational institutions of Ramnagar constituency, the minister said three upgraded middle schools at Jaffar, Tail and Martha in Ramnagar
constituency had been approved for creation of staff by the planning and finance department recently.
He said out of 32 vacant posts of lecturers in the constituency, 21 Lecturers were working on academic arrangements.He said in Udhampur district, 230 posts of teachers were vacant
which included 157 posts of Ramnagar constituency which stood referred to SSRB for selection of suitable candidates. He said 98 vacant posts of masters were being filled shortly as the
DPC had recently approved the promotion of 894 eligible teachers as masters.
He said the staff that had to be provided to the high and higher secondary schools would take some time as it involved promotion and postings of principals, senior headmasters, headmasters, masters and
teachers.
Besides, a good time was consumed in selection of teachers and lecturers through recruiting agencies - SSRB and PSC, he added. He said it also took time in creating and providing infrastructure

facilities, including additional rooms, labs equipment, etc.The minister said in Ramanagar constituency, 196 primary school buildings had been constructed since 2002 and work on 95 others was
in progress.
Similarly, 23 middle school buildings had been completed and eight were under execution. 217 additional classrooms had been completed and 106 additional classrooms were under execution. 21 cluster resource centres had been constructed. Similarly, three Zonal resource centres were constructed in Ramnagar constituency, he informed.
