Jeerath removed as health commissioner, attached on privilege committee's recommendation for insulting MLA | House proceedings resume as MLAs end boycot after a day and a half | | BHARAT BHUSHAN JAMMU, Mar 30: After a day and a half of their boycot of the proceedings and spending time in the assembly hall amidst discussions, political as well as personal, the faces of MLAs lit up with incredulous "joy" today when they came to know that the House privilege committee had recommended action against health commissioner R K Jeerath for insulting BJP MLA Lal Chand. The moods changed soon and the members walked into the House one by one at about 11.40 am. All the MLAs of the ruling NC-Congress combine, BJP, PDP and Panthers Party had Tuesday staged a walk out after Lal Chand told Speaker Mohammad Akbar Lone that Jeerath had insulted him by asking him to get out of his office where he had gone to get an application processed. When the MLAs got seated, breaking their stalemate, Nazir Ahmad Gurezi said it would be better if the speaker apprised the members of the privilege committee's findings into the incident before he ordered the start of House proceedings. The speaker then said he had directed the House privilege committee, headed by Abdul Majid Wani, to look into the matter.The committee, which met Tuesday and today morning, had recommended the attachment of Jeerath, he informed the House. The committee Tuesday recorded the statement of Jeerath, who said he could not identify the MLA when he visited his office Monday.He tendered an unconditional apology, saying the MLA did not reveal his identity when he came to him in his office. Jeerath said there was no malafide intention of showing any disrespect to the MLA and the incident took place due to mistaken identity. Though Lal Chand could not appear before the committee yesterday, he told its members that he stood by statement given by him on the floor of the House.The committee met again at 9 am today and recorded the statements of both Jeerath and the MLA. During cross-examination, Jeerath, however, admitted that Lal Chand had visited him last year in connection with some work in his capacity as an MLA. After recording their statements, the committee concluded that the MLA's statement appeared to be correct, while that of the commissioner seemed to be an excuse. The committee was convinced that the officer had shown disrespect to the institute of public representative in utter violation of his status and protocol and recommended his attachment with immediate effect so that the sanctity of the august House was maintained. The recommednation was unanimously adopted by the House. The speaker said the constitution had granted privilege to the institution of legislature and nobody would be allowed to undermine the honour and dignity of the legislators. He said every officer, big or small, must behave properly with the legislators. For being public representatives, the legislators ought to be given due respect and regard, he added. He also asked legislators to bring only reasonable issues to the notice of officers. He said officers should be asked to sort out matters falling within their competence. There was no Question Hour today.
