Funds provided to JKPPC for CT Scanners’ purchase | CAG exposes work culture of Govt | | EARLY TIMES REPORT JAMMU, Mar 31: The CAG report for the year 2010 has exposed the work culture prevalent in the state of Jammu and Kashmir. In its report, tabled in the state assembly on Thursday the CAG report has revealed that an improper decision of Director Health services Jammu has lead to blockage of funds to the tune of Rs 7.02 crore for a period of over two years and caused many a hardships to the needy and poor people in the state. According to the CAG report," in march 2008 Director Health service released a sum of Rs 1.17 crore each in favour of Medical superintendents Gandhi Nagar Hospital Jammu, and the CMO's of five district hospitals namley Kathua, Doda, Rajouri, Udhampur and Poonch for purchase of six CT scanners. According to the release order a sum of Rs 7.02 crore was placed at the disposal of JKPCC- a state owned construction company. During the scrutiny of records of the CMO's Poonch, and Rajouri it was revealed that despite placing the desired amount at the disposal of JKPCC the CT Scanner machines were not supplied to them as of December 2009. When the auditors pointed out this delay to the JKPCC authorities they admitted in March 2010 that an amount of Rs 7.02 crore was lying with the JKPCC and the same would be refunded to the Director Health Services, Jammu as the corporation did not have any technical expertise for purchase of CT Scanners. At the same time the reasons for placing huge sum of money at the disposal of JKPCC were not intimated. The CAG in its report also noted that the improper decision of the Director Health Services resulted in blocking of funds for a period of over two years thus defeating the intention of the government to provide modern medical facilities to the needy people in the state.
