J&K IAS Babus take CAG findings 'non-seriously' | 487 inspection reports involving Rs. 745.83 crore pending for disposal | | Syed Junaid Hashmi JAMMU, Mar 31: Comptroller and Auditor General (CAG) of India has accused IAS Babus of Jammu and Kashmir of being unable to enforce accountability and held them responsible for not protecting interest of the state government. Pointing towards customary lying of copies of annual audit reports in both the houses of state legislature, CAG has said that IAS Babus do not take cognizance of its findings even if they are of grave nature, thereby completely negating the cause for which audit of state financial accounts is conducted every year. CAG has stated that these Babus heading various departments do not respond, even if serious financial irregularities are reported to them. In its report for year 2009-10 tabled in the state legislature today, CAG has given tabulated detailed account of the non-seriousness of IAS Babus towards its findings. The reports in table 4.16 on Page 113 brings out that 1678 paragraphs involving a huge Rs. 745.83 crore relating to 487 inspection reports issued by Principal Accountant General (Audit) upto June 2009 were pending for disposal before various heads of departments. Interestingly, pendency is highest in the over-efficient finance department followed by Excise, Transport and lastly, stamps and registration. 232 inspection reports, 1070 audit observations over receipts of Taxes and VAT on sales, trade etc. involving a huge amount of Rs. 639.33 crore are lying pending for disposal. Similar is the case with Excise, Excise, Transport and lastly, stamps and registration departments. In these three departments, 487 inspections reports involving 608 audit observations and an amount of Rs. 106.5 crore are yet to be acted upon by heads of these departments since the last many years. Further, non-compliance of CAG observations is so serious that of 133 paragraphs which appeared in the revenue receipt chapter of the audit report, 125 are pending for discussion beginning from the report for the year 1990-91. Raising serious questions over the tradition of getting financial accounts audited, the report in its table 4.19 on page 115 presents dismal scenario of Babus preferring non-compliance over taking findings of CAG seriously. The tabulated data for the financial years 2007-08, 2008-09 and 2009-10 unveils that of 1644 paragraphs of 474 inspection reports involving transaction of around Rs. 739.20 crore; Babus of J&K have preferred non-compliance almost in toto. Terming the approach of IAS Babus lackadaisical, report affirms that only 11 inspection reports with 275 paragraphs were settled during financial years 2007-08 to 2009-10. Mockingly, the report states that against the accepted cases involving a meager Rs. 8.13 crore since the financial year 2004-05, government department have recovered just Rs. 43 lakhs. Report has bluntly said that the government departments have failed to recover the dues even in the cases where they have accepted the audit observations. CAG has asked the government to immediately install a mechanism for pursuing and monitoring prompt recovery of dues involved in accepted cases. —Early Times Report |
