LA passes Bills on Energy Efficiency, Cooperatives, Panchayats | | | EARLY TIMES REPORT JAMMU, Apr 1: Legislative Assembly today passed four Bills whereas one Bill was sent to Select Committee for further discussions. The House passed a Bill to provide for efficient use of energy and its conservation (L. A. Bill No 12 of 2011). Replying to the short discussion on the Bill, the Minister for Tourism and Culture, Nawang Rigzin Jora described the Bill as a progressive legislation which is in practice in the entire country. He said the Bill aims to set up energy efficiency standards and auditing of the energy sensitive zones and equipments. Syed Basharat Bukhari, Choudhary Zulfikar, Abdul Haq Khan, Nizam-ud-Din Bhat and Prof. Chaman Lal Gupta participated in the discussion and termed it good and need of the hour. The House also passed a Bill to provide for constitution of a State Finance Commission to review the financial position of the Panchayats, Municipalities and suggest measures for the same (L. A. Bill No 16 of 2011). Replying to the discussion on the Bill, Minister for Finance and Planning, Abdul Rahim Rather said the proposed commission will review the finances of the Panchayats and Municipalities and suggest measures to the Government to improve their financial health. He said the aim of the commission, which would be set up after every local body election, is to empower local self government financially besides distribution of resources between the state government and local bodies. Nizam-ud-Din Bhat, Harshdev Singh and M. Y. Tarigami spoke on the Bill and gave their suggestions. House also passed a Bill to amend the Jammu and Kashmir Cooperative Societies Act-1989 (L. A. Bill No. 14 of 2011) and a Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 (L.A.Bill No. 13 of 2011). A Bill to prohibit the conversion of agricultural land for non-agricultural purposes in the state and for related matters (L.A. Bill No. 15 of 2011) was sent to the select committee after majority of members demanded further discussions on it.
