MP Lal Singh has encroached land at Hiranagar: Spolia | | | EARLY TIMES REPORT JAMMU, April 1: MLA Jagdish Raj Spolia today said that Member of Parliament (MP) Lal Singh possessed over 324 kanals of land at Karandi Khurd in Hiranagar, Kathua, in violation of Agrarian Reforms Act and had also encroached upon land of poor people. Raising the issue before the Question Hour in legislative assembly, he said the MP had also purchased land from a non-state subject.Spolia said if action could be taken against bureaucrats, why it should not be taken against politicians. He also submitted to Speaker Mohammad Akbar Lone a copy of an inquiry report of vigilance commissioner into the incident. The copies of the report were also made available to scribes. In the report signed by AIG (policy) on behalf of vigilance commissioner, J&K, on December 1, 2006, a joint surprise check was conducted of the Lal Singh's land at Karandi Khurd. During the check, it was found that Singh had physical possession of 324 kanals and seven marlas of land at Karandi Khurd where he was constructing a farm house. A barbed wire fencing was raised around the land.While 92.6 kanals of this land was state land, 167.15 kanals belonged to Gurcharan Singh and 64.6 marlas to Prithvi Chand. However, girdawari in revenue records had not been done in his favour so far, the latter said.Gurcharan had been declared a non-state subject by the state subject commission vide its judgement dated January 8, 2004. A case in this connection was also registered against him with crime branch under sections 420, 467, 468 and 471 of RPC. The letter said under section (2) (1) of Agrarian Reforms Act, 1976, a person could not possess more than 100 kanals of land in his name.92.6 kanals of state land was under the unauthorised possession of Lal Singh and needed to be got restored to the state, the letter added.
