CDR recommends autonomy for Kashmir, slavery for Jammu

JAMMU, Apr 1: The solution put forth by the CDR suggests basically three changes in the existing situation. One, Jammu and Kashmir is a disputed territory and this problem has to be settled. In other words, the CDR considers Pakistan a party to the so-called Kashmir dispute and virtually holds India responsible for the prevailing tensions in the South Asian region. It doesn't blame, not even once, Pakistan that has been bleeding India with a thousand-cut on a daily basis and fomenting troubles in Kashmir by instigating handful of Kashmiri secessionists. This means the Delhi-based think tank wants New Delhi to address the Pakistani interests in the Indian Jammu and Kashmir. And, everyone knows what the Pakistani concerns in the Indian Jammu and Kashmir are. Suffice it to say that Islamabad wants to annex Jammu and Kashmir, finish the "unfinished agenda of partition" and establish control over the invaluable Indus waters.
Two, Kashmir needs to be given maximum possible autonomy as a first step towards the final "settlement of the Kashmir problem." To be more precise, the CDR would want New Delhi to withdraw its constitutional and political authority from the state so that the Kashmiri Muslim leadership is empowered to exercise unbridled and extraordinary legislative, executive and judicial powers. As a matter of fact the CDR wants New Delhi to grant autonomy to Kashmir to the point where it becomes indistinguishable from independence. The most striking aspect of the suggestion is that it is based on the demands as being put forth by the ruling National Conference and the main opposition party in the state People's Democratic Party. Everyone knows that the National Conference vouches for what it calls "internal autonomy" and the People's Democratic Party vouches for what it terms as "internal sovereignty." There is no fundamental difference between these two doctrines, as both want New Delhi to withdraw from Kashmir everything Indian.
Three, Jammu and Ladakh have no other option but to live under the proposed autonomous Kashmir and enjoy a semblance of autonomy - autonomy to be granted by the Kashmiri leadership. The CDR has repeatedly said in its report that the unity of the state has to be maintained and those demanding trifurcation of the state or reorganization of the state have to be defeated. In fact, the CDR has dismissed those demanding reorganization of the state as communalist of communalists and opined that reorganization of the state would further alienate the already rather alienated Kashmiri Muslims from the national mainstream. The fact of the matter is that the CDR doesn't have any place whatsoever in its scheme of things for the people of Jammu and Ladakh, including more than 50 lakh non-Muslims, including Hindus, Sikhs and Buddhists.
As for other suggestions made by the CDR, these are no different from the ones being repeatedly made by the Kashmiri separatists and the so-called mainstream political formations, particularly the People's Democratic Party and the CPI-M. It is hardly necessary to reflect on these suggestions as their meaning is crystal clear.
The question is: who has given the CDR the mandate to speak on behalf of the people of the state in general and the people of Jammu and Ladakh in particular whose attitude towards India and the Indian Constitution as well as the Kashmir-based protagonists of Pakistan, freedom, autonomy and self-rule is too well-known? Anther question is: Who is funding the CDR and similar other secessionist and militant-friendly think tanks? The conferences such think tanks organize are always costly affairs and to say that they themselves are funding their think tanks would be to cross the line. There are reasons to believe that there are elements in the political establishment in India or in Pakistan or in countries like the United States who are funding these essentially anti-India think tanks.
New Delhi needs to monitor the activities being indulged in by such think tanks as the CDR and take stern action against those controlling these think tanks. It is imperative. (Concluded)
