Govt lacks check on public transport

JAMMU, Apr 1: Notwithstanding the Government claims to act tough against the drivers and transporters violating the standing rules and norms, both continue to rule the roost and maintain monopoly as they like.
The failure of the Government to bring a comprehensive transport policy in the state despite the claims of Transport Minister, Qamar Ali Akhoon the situation is deteriorating day by day as the drivers and conductors of commercial vehicles continue to enjoy a total immunity from the law.
The drivers and conductors of commercial vehicles have made such a monopoly that a commuter though knowing that they are violating the standing rules does not dare to confront them as they do not like to put themselves in trouble. The monopoly is being maintained by every class of commercial transporters from three wheeler operators to drivers of video coaches running on different routs of the state or from other states in J&K.
According to high placed sources maximum video coaches plying from states of Punjab, Delhi, Haryana and HP do not have the requisite papers for running these vehicles. But to evade the eye of law enforcing agencies these video coaches mostly ply during night hours and change the route to evade the eye of traffic police.
Sources said this some times leads to problems of the passengers and though the natter State Government is well informed about the same, it has till date failed to initiate action against the erring drivers. These drivers also charge high rates from the passengers and there is no prescribed rate from Government for them, sources added.
Sources said some drivers even charge high rate when there is lot of demand from passengers. As the Navratra festival is all set to begin and the rush of pilgrims to holy shrine of Mata Vaishno Devi will increase many fold, the Video coach operators have started hiking the fare to Jammu. This practice goes unnoticed for continuously and the law enforcing agencies have till date failed to punish the erring drivers, conductors or the agents involved in this wrong practice and cheating.
Same monopoly is made by the operators of video coaches plying on different routes within state, sources said adding the government is mute spectator to all this. It is unfortunate there are no fixed rates for video coaches plying their vehicles from one station to another station within the state especially the religious places or tourist destinations.
Sources said the rates of video coaches also differ and when there is dearth of passengers they charge the normal rate and when there is rush the rate is increased by 20 to 25 percent. This is total high-handedness on the part of these drivers who by defying the law make monopoly and cheat the passengers.
This way especially the tourists and pilgrims are being deceived and cheated by these drivers as they are ignorant of the rate list, sources said, adding if a video coach charges from one station to another Rs 30 or 40 it is not necessary that the another video coach may charge the same rate from his passengers for the same distance.
It is not known if one video coach having the same facilities which others then how he is charging Rs 100 to 150 more from Jammu to Srinagar as charged by his other counterparts. This all is done in front of the nose of the Government and bureaucracy but no one bothers to check.
Likewise the auto drivers also continue to violate such rules. They have till date failed to adopt the metering system for determination of fare from one destination to another. Though the Government has already set the norms for rates from one destination to another but the three wheeler operators are charging four times high rate from their customers due to failure of Government maintain the check.
