NC, Cong agree to 3:2 formula; Vakil, Monga likely to withdraw Cong to contest Jammu, Poonch

SRINAGAR, Apr 1: Finally the Coalition partners, Congress and National Conference have reached an agreement on seat sharing in the ensuing Legislative Council elections in Jammu and Kashmir, sources disclosed.
Highly placed sources said that Congress and NC high command have decided that out of five seats which are expected to go collation way three will be contested by NC candidates and two by Congress. While Congress candidates had filed nominations on four seats, it has been reliably learnt that two candidates will withdraw their nominations as per the agreement.
The two who are likely to be told to withdraw include Abdul Gani Vakil and Bashir Monga, sources said. They maintained that agreement has arrived between the two parties and only the formal announcement is to be made. Congress Working Committee member and incharge of party's J&K affairs, Mohan Prakash confirmed that talks on the issue are going on between NC and Congress leadership.
"It will be clear by tomorrow. NC and Congress were talking on 3:3 ratio, but as one seat might go to opposition we have settled to 3:2 ratio in favour of NC according to the agreement reached between the two parties at the time of formation of the coalition," he said. He said that it had been decided at the time of formation of coalition that in case of even numbers, there will be 50:50 ratio between the Congress and NC. "But as there are five seats, it will 3:2 in favour of NC," he added.
The Congress has taken undertaking from the candidates who have filed nominations for the LC election that they will withdraw their nominations once the agreement is reached, sources told. Kashmiri Pandits who were lobbying for a seat in LC have also raised pitch against Congress for ignoring them.
Senior Congress leader and convener of erstwhile Kashmir Committee, Advocate Ashok Bhan said that there was greater need for representation of KPs in the cabinet and other democratic fora in the state. Bhan said that the state PCC leadership has to be more sensitive towards the political aspirations of the community and 'put across strong case to the party high command for its due and legitimate representation.'
However, Mohan Prakash said that participation of KPs in the state politics will take place at its due time. "We have made Khem Lata Wakhloo as chairperson of Social Welfare board. In due course of time KPs will get their due."Asked whether any KP politician will be given berth in the cabinet in coming time, he avoided direct answer saying, "We are trying to give due reservations to KPs."
