"Like Ayodhya, with which one section is emotionally attached, graveyards belong to our ancestors; free them from encroachers" | Religious talk inside House does not send good message outside: Speaker | | Bharat Bhushan JAMMU, Apr 1: While Speaker Mohammad Akbar Lone today said mazhabi (religious) talk inside legislative assembly "does not send good message outside, PDP's Zulfikar Ali said like Ayodhya, with which one section felt emotionally attached, he had great affection for graveyards which belonged to their ancestors. Zulfikar said it was painful to know that some graveyards had been under the illegal occupation of encroachers. Sincere efforts be made to evict them and other waqaf property, he demanded. He said while some graveyards used for other purposes, a building of sericulture department also existed on waqaf land. "Our sentiments are attached to graveyards," he asserted. The House witnessed noisy scenes for a while when all PDA MLAs rose to their feet and asked haj and auqaf minister Ayaz Ahmad Khan what steps the government had taken to evict the graveyards and other waqaf property from the encroachers. Abdul Rehman Veeri asked the minister to be specific while making reply. Nazir Gurezi suggested to form a House Committee to look into the allegations of encroachment of waqaf property. Nizamudin Bhat said the issue had its sanctity and there should be no further delay in resolving it. He said the referring of the matter to a House Committee would be like putting it into cold storage. Bhat suggested to form a Joint House Committee on the pattern of Joint Parliamentary Committee. The speaker then intervened and said any religious talk inside the House did not send a good message outside. "The issue is serious and it has got its repercussions too," he added. Lone emphasised the need for speeding up efforts to evict waqaf property from the people and coming out with action taken report in the next session. The minister later gave the idea of setting up an advisory committee which would make suggestions as regards the steps to be taken to get the waqaf property back from roachers. He said the government had appointed independent administrators in several areas, including Samba, Akhnoor and Jammu, to identify waqaf land. "We did not have any record of waqaf property earlier, but now we have complete record," he added. Earlier, in written reply to Zulfikar's question, Ajaz said after the enforcement of Wakaf Board Act in 2001, no wakaf land was encroached in the state. Efforts were on to reclaim the land encroached before 2001, he added. The minister said the land belonging to auqaf department was notified as wakaf property. In Jammu division, out of 35,497 kanals, 6 marlas and 181 sq ft, 27,290 kanals was vacant, he added, saying the annual income from the wakaf property in the region was Rs 16.85 cr. He said proper procedure was followed to evict encroachers under J&K Waqaf Act, 2001, and enforce removal of encroachments on the waqaf property. He said the issue of encroachments of waqaf land and their eviction was discussed threadbare in the 11th meeting of state waqaf council wherein administrators were directed to expedite the retrieval of encroached waqaf properties with police assistance. Ayaz said it was also decided in the meeting that for recovering rent arrears from army authorities and government departments on account of unauthorized use of waqaf land by them, the concerned administrators would file applications before the respective collectors. —
