J&K to prioritize creation of posts for Leh district: Chib

JAMMU, Apr 2: Minister for Medical Education R.S. Chib has said, horticulture has always been a priority sector in the state in view of its significant contribution to the state’s GDP.
He said that presently, 325134 hectares of land are under horticulture cultivation in the State, including 1520 hectors are in district Leh. Replying to a calling attention by Narboo Gilchan, Minister said that production of fresh and dry fruits in the state as recorded during 2010-11 was 22.22 lakh MTs which included 8852 MTs of fresh and dry fruits produced in the Leh district. Among other factors, the efforts of the field functionaries of the department have also contributed in achieving these high levels of production, he said.
Minister said the staff strength of the department includes 3565 posts at different levels. In the Kashmir division, out of 2283 sanctioned posts in the Horticulture department only 682 posts are vacant including 13 vacancies in district Leh, out of 36 sanctioned posts. Situation in Jammu division is nearly similar, where 474 vacancies at different levels exist against the sanctioned strength of 1282 posts.
All these details reveal that the availability of staff in the horticulture department in district Leh is comparable with other areas, though there is still scope for improvement. This also clearly reveals that the deficiency of staff is nearly evenly dispersed in all the areas of the State and not restricted to the district of Leh alone. He said that in the gazetted cadres in Leh district, 4 posts of Horticulture Development Officers are vacant out of 5 sanctioned posts.
He said that this situation has arisen because the J&K PSC has not been able to conclude the selection process for 16 posts of HDOs. Once the selections/ recommendations in respect of this pendency are received from the J&K PSC, the department shall be in a position to augment the manpower deficiency in Leh district also at the level of HSOs.
He said that likewise, many posts of District Level SMS, which are required to be filled up by promotion, have remained vacant because of claims and counter claims by the officers in the consideration zone with regard to eligibility in terms of qualification, which is under examination in the department and shall be resolved soon.
Chib said that government is not contemplating creation of more posts in the department of horticulture, adding all efforts would be made to ensure that an optimum staff level is maintained in all the potential horticulture areas of the State to the extent possible. As and when creation of posts in the horticulture department is considered, requirements of Leh district will be considered on priority, he said.
