When permit system for entry into JK abolished

Jammu, Apr 2: Jammu Kashmir had the distinction of restricting entry of Indian citizens into the state. Sheikh Muhammad Abdullah enforced the law requiring Indian citizens to obtain permit for visiting the state strictly and created a stir in whole of India. This, according to historians was one of the reasons for his arrest on August 9, 1953. The law was abolished on April 1, 1959 by Bakshi Ghulam Muhammad and Nehru's dream of integrating the state with Indian union was almost fulfilled.
Shayma Prasad Mukherjee, a Jansang leader championed the cause of integration of Jammu Kashmir with the rest of India. Mukherjee defied the Permit rules but was arrested on May 11, 1953 while crossing the border. He died while in custody of the state government on May 23, 1953 under mysterious circumstances. His death in custody raised wide suspicion across India. His mother, Jogmaya Devi wrote to Pandit Nehru and sought an independent enquiry into the incident. No commission was set up and the death remains a mystery to this day.
The government of India took advantage of the situation and started interfering in matters which till Mukherjee's death were strictly out of New Delhi's control. The incident also triggered a massive agitation in Jammu. However, Sheikh Muhammad Abdullah did not budge from his stand.
The Permit System was a creation of Maharaja Hari Singh. During his rule it was mandatory for non-state subjects to secure special permission from the state government before their entry into the state. During his rule, the administration took measures to prevent sale of land to non-state subjects. The Maharaja also implemented this rule in letter and spirit. He went to the extent of detaining Pandit Nehru when he tried to enter the state to defend Sheikh Muhammad Abdullah who had been arrested in connection with Quit Kashmir Movement of 1946. Although Nehru was released immediately but his arrest reflected Maharaja's resolve to resist acts of aggression against his state.
