Congress surrenders one 'berth' from Kashmir
Agreement or 'coalition compulsion' on seat sharing for LC polls….?

Jammu, Apr 2: With two key candidates Abdul Ghani Vakil and GhulamNabi Monga withdrawing their papers today, the tussle between two veterans Ghulam Nabi Azad and Prof Saif-uDin Soz , it appears, has finally cost Congress one berth in the Upper House from Kashmir. Three candidates including Shanaz Ganai of NC from Jammu withdrew nomination papers today leaving 2 in fray for the six seats of Legislative Council. The polls are being held on April 13.
Even as the withdrawal of papers by two senior leaders of Congress from Kashmir is being given to believe as the agreement on 'seat sharing' between Congress and National Conference, it is actually the tiff and tussle between the two top leaders which has deprived Congress of one vital seat for which it was insisting right from the beginning, sources said. Even more significant implication remains that NC emerges victorious in the sense as this has enabled NC to contest for three seats now something which it had been asking for , given the fact one seat from Kashmir for sure will go to PDP.
Both the allies are however projecting the pulling out of Vakil and Monga as the 'agreement' arrived and consensus on what the scene is now left with- two candidates of NC Dr Bashir Ahmad Veeri and Dharam Vir Singh contesting from Kashmir seats and Master Noor Hassan also of NC to contest from Jammu seat. Sources said with lack of unanimity and unity between the two rival factions of Congress has virtually surrendered and 'conveniently' agreed to share Kashmir seat in favour of NC. Monga was believed to be supported by the Soz camp whereas Vakil was an open choice pushed by Azad, former being staunch loyalist of the latter.
Congress has to now remain content with Jehangir Mir from Poonch (a reserved seat) and Yashpal Khujria from Jammu. The move of surrendering a seat to NC apparently has created resentment in Kashmir Valley among the Congress workers. "No representation has been given to leaders from Kashmir by the Congress…..it is for sure going to affect party in the Valley", said a senior leader wishing not to be named.
However, this also remains a fact that NC was not ready to leave its Kashmir base and was adamant on contesting three Valley seats. But Congress too could have asked for and insisted for one as the present scenario leaves party to remain content with two seats from Jammu alone.
Pertinent to mention is that NC and Congress were initially also considering on 3:3 ratio. But now with Congress surrendering the Kashmir seat and settling for only two Jammu seats the final scene is 3:2 ratio in favour of NC. Both the alliance partners and the high level Coordination Committee earlier held hectic parleys to sort out the issue of seat sharing in which NC has now managed to get its 'pie'. As for the opposition scene,
Peoples Democratic Party (PDP) has two candidates in fray Mohammad Ashraf Mir from Srinagar and Bharat Bhushan Gupta from Jammu. The electoral college and the number of votes for Kashmir seats suggests that PDP will get one seat from Kashmir valley.
After withdrawal of three candidates today, 12 candidates have been left in the fray. among them Congress will have two candidates Yashpaul Khajuria from Jammu, Jahangir Mir from Poonch. NC has left with Dr Bashir Ahmed Veeri and Dharam Vir Singh from Srinagar, while Master Noor Hassan will fight from Jammu.
Bhartiya Janata Party (BJP) has fielded three candidates who include Mohammad Maqbool War from Srinagar, Ranjeet Singh Jasrotia for Jammu seat and Satish Sassan from Poonch. Panthers Party candidate Mohammad Saleem who will be fighting for the Poonch seat while Faqir Nath has filed his papers from Jammu.
