Effective panchayats can bring transparency & true development : JKPYC | | | EARLY TIMES Jammu, Apr 3: While concluding a tour of Majalta and addressing a series of public meetings at Dehma, Neeli, Battal, Manwal, Khoon, Sundla, Balpur, a team of Pradesh Youth Congress leaders led by R S Pathania, senior vice-president, J & K PYC exhorted upon the people that a virtual ‘black-rule’ of corruption, maladministration, misgovernance and unplanned development is going on in Ramnagar. Due to administrative neglect and lack of proper political leadership, the area has not been able to assert and flourish properly despite the availability of best of potential available here. It as such becomes most imperative that a new team of elected Panchayat representatives with honest intentions and committed spirits assume the charge over here in order to clear the mess over here and afford a new impetus to the all-round development and sustained progress and human resource nurturing of the area. Pathania took the opportunity to educate the rural people about the various niceties and provisions of J & K Panchayati Raj Act. Demonstrating Panchayats as instruments of true social change and rural upliftment with the novel concept of ‘local self-government’ Pathania further appealed the people to vote and elect honest, educated and energetic people, irrespective of their political affiliations, as panches and sarpanches in the coming Panchayat Polls. He further warned the people to not to fall prey to display of money and muscle power in elections. He also educated the local people about the requirements and eligibilities for a person to file nomination as panch and sarpanch. Pathania further said that Panchayati Raj is the brainchild of the visionary Prime Minister, Lt. Rajiv Gandhiji who had dreamt of bringing absolute transformation of grassrootslevel rural people by involving them in the development and decision-making process. He had also hoped that the elected representatives of villages shall act as ‘agents of change’ in the rural India. His vision of ‘local self-government’ in villages requires to be conceptualized in its true spirit and colour. Among others who were part of the team included Mohd.
