CAPD have no liabilities with FCIJ | | | EARLY TIMES REPORT JAMMU, APRIL 03- The CAPD Department has contested the news report that appeared in a local daily on the 2nd April, 2011 attributing financial mismanagement on the part of the CAPD in creating a liability of ‘Rs 66 crore’. A spokesperson of CAPD clarified that in view of the remoteness, hilly terrain and economic backwardness of the State, food grains were supplied to the State by the Food Corporation of India (FCI) on credit basis till September 2002 when the facility was withdrawn and FCI insisted on clearance of the outstanding to the tune of Rs 256 crore. The outstanding has been cleared and payments are now being made in advance to FCI. The FCI are now pressing for the payment of the interest to the tune of Rs 67 crore on the principal amount. The State Government has not admitted the interest liability and this was duly explained to the Audit team deputed by AG. The State Government is in correspondence with the Government of India for waiver of the interest liability. The issue was also raised by Qamar Ali Akhoon, Minister of CA&PD in the recent conference of the Food Ministers held at New Delhi chaired by Prof. V.K Thomas, Union Minister of State for Consumer Affairs, Food and Public Distribution. The spokesperson clarified that Hill Transport subsidy claim are under reconciliation with the FCI and are likely to be settled / adjusted in the near future.
