Terms Dogra Certificate as divisive step

Srinagar, Apr 5: Senior Peoples Democratic Party leader and former deputy Chief Minister, Muzaffer Hussain Beig, Tuesday said New Delhi and Islamabad were serious in resolving Kashmir issue and urged the mainstream and separatist leadership to unitedly pursue the case of people of the state.In an exclusive interview with KNS Beig said, “Mainstream and separatists parties including Hurriyat (G) and Hurriyat (M) should unitedly pursue the case of Kashmir as both India and Pakistan are serious to resolve the Kashmir issue this time. This is crucial phase and separatists shouldn’t shy away from talks.”The PDP leader stressed for the inclusion of Kashmiris in the dialogue process. “I met Prime Minister, Dr Manmohan Singh, and urged him that New Delhi should keep the sensitiveness of Kashmir in mind and make situation conducive in Kashmir for meaningful dialogue,” he said.Beig held Congress and National Conference responsible for handing over power projects of Jammu and Kashmir to NHPC. “The hydel power projects of the state were handed over to the NHPC during Congress and NC regimes. The state government has no policy on power. Now by making statements, nothing can be achieved.”He said J&K was losing thousands of crores on account of Indus Water Treaty. On the issue of issuance of Dogra Certificate, he termed it as a divisive step and violation of Article 14 and 16 of Indian constitution.“If certificate is issued to Dogras so that they get preference in Army recruitment in Dogra regiment, then Kashmiris can demand Kashmiri certificate and people from Rajouri and Poonch will demand Rajput certificate to get preference in Rajput regiment,” Beig told KNS.“This is divisive and not progressive step. It is an attempt to divide the state,” he added.The PDP leader said, “It is violation of the Articles 14 and 16 of the Indian constitution. And even in the state constitution, there is no provision for Dogra Certificates,” he said. Article 14, Baig said, makes it clear that the state shall not deny to any person equality before the law or the equal protection of the laws and Article 16 says that shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State.J&K Government recently accorded sanction for issuance of Dogra certificate to the people of Jammu region.On the recent report of Amnesty International in which they have urged the government to revoke Public Safety Act, Beig said, “State Assembly can amend the law and recently Chief Minister on the floor of House promised that the report won’t be thrown to dustbin, but would be properly examine it.”On the recent interview of former Governor of Jammu and Kashmir, Jagmohan to KNS in which he had distanced himself from exodus of Kashmiri Pandits from the Valley, the PDP leader said, “KPs are part of our society. They might be doing well individual but as a community they have been disintegrated.”
