CS underscores need for HR management in government departments | | | Early Times Report JAMMU, April 6: Reinforcing the need for Human Resource (HR) management in the Government Departments, Chief Secretary, Madhav Lal today impressed upon all Administrative Secretaries to devote adequate time and energy for this. Chairing the periodic Committee of Secretaries meeting here today, the Chief Secretary said postings, promotions and appointments have a direct bearing on the service delivery mechanism of a department and asked the departmental heads to give adequate attention to these aspects. Madhav Lal asked for reinvigorating the Subordinate Services Recruitment Board (SSRB) to speed up the process of recruitment in Government. He expressed concern over the large number of vacancies particularly in developmental and Revenue Departments which results in avoidable difficulties to people. He also directed to make all the newly created administrative units like sub divisions fully empowered by delegating requisite powers under the relevant laws. The meeting was told that 20 departments have been identified for developing their own websites out of which 10 Departments would be having the facility shortly. The meeting was also informed the process of developing Research Framework Document (RFD) is in full swing with the individual Departments.
