Government authorizes utilization of funds under annual plan | | | Early Times Report JAMMU, April 6: As per a government circular, the Government has authorization has been conveyed for utilization of funds released under annual plan 2011-12. The authorization has been granted to the utilization of 50% of the last year’s approved Revenue outlay under various sectors/sub sectors borne on Plan Budget by the respective Administrative Departments and District Development Commissioners (DDCs), 100% of the last year’s approved capital outlay in respect of far-flung areas notified under various sectors/sub sectors by the respective Administrative Departments and (DDCs) and 25% of the last year’s approved capital outlay for the approved ongoing schemes only in respect of other areas under various sectors/ sub sectors by the respective Administrative Departments and District Development Commissioners. The authorization is subject to certain conditions like the funds so released shall be available only for committed items of expenditure and approved schemes/works under execution, expenditure on all such schemes/works shall be restricted to the administratively approved estimated cost, the authorized amount shall also be available to meet the state share for the centrally sponsored schemes, Flagship Programmes and negotiated loans lifted/ being lifted from NABARD, LIC and REC for approved schemes within the prescribed limits, adequate, State Share shall be ensured for all the aforesaid programmes. However, the Administrative Departments may claim revalidation of non-lapsable funds received under various Centrally Sponsored/Central Sector Schemes and available with the Finance Department as unspent funds to incur expenditure on approved ongoing schemes subject to the cellings as prescribed in the AA accorded by the competent authority. The Administrative Departments have been asked to effect further release of funds to their Head of Departments/Executing Agencies immediately so as to ensure the continuity in the implementation of programmes/execution of works. Besides, all concerned departments and District Development Commissioners have been asked to carry out comprehensive exercise to remove duplication/replication of schemes to ensure completion and consolidation of ongoing schemes and make the State and District Plans objective oriented.
