Govt fails to explain Rs 1815 Cr expenditure: CAG

JAMMU | APR 06 :- Pulling up the Jammu and Kashmir government for its failure to submit even a single Utilization Certificate (UC) to the central government in 2009-10, the Comptroller and Auditor General (CAG) today said UCs amounting to Rs 1,815 crore were outstanding as of March, 2010.
"The Utilization Certificates in respect of 2,362 works items amounting to Rs 1,815.29 crore were outstanding as of March, 2010," the CAG report for the year ended March 31, 2010, said.
The CAG report, which was recently tabled in the Jammu and Kashmir Assembly, further said, "No Renationalisation Certificates were received during 2009-10 (by the CAG)."

Evidently, there has been laxity on the part of the department and as a result, UCs for Rs 1,815.29 crore in respect of 2,362 items were not submitted despite reminders, the CAG said.
Financial rules provide that for the grants provided for specific purposes, UCs should be obtained by the departmental officers from the guarantees and after verification, these should be forwarded to the Accountant General within 18 months from the date of their sanction unless specified otherwise, it said.
Criticising the government for its lacklustre attitude, the CAG concluded that the state government has failed to provide their final accounts and UCs and as a result, the true financial health of the state, including bodies, authorities and departments, could not be ascertained.
"Non-preparations of accounts have also left the final accounts of the respective departments unaudited," it said, adding there was a huge pendency in submission of UCs, which was bound to affect the flow of funds to these departments in future.
This was also pointed out in the report of CAG on the state's finances for the year ended March 31, 2009, but no effective steps were taken to address these issues, it said.
