Dogra Certificate does not violate constitution: Bhalla | ‘Ready to issue such certificates to Kashmiris, Rajputs, Ladakhis’ | | EARLY TIMES REPORT Jammu, Apr 6 (KNS): The State Government Wednesday clarified that issuance of Dogra Certificate was not ultra vires to the constitution and made it clear that the order will not be revoked.Talking to KNS Revenue Minister, Raman Balla said, “If Kashmiris want Kashmiri certificate, people of Rajour and Poonch demand Rajput certificate and Ladakhis demand Ladakhi certificate, we would provide them also. Let them come forward and we will consider their case also.” The Deputy Chief Minister was present when Balla made the statement. Bhalla said that Dogra Certificate has been issued to make the entry of Dogras easy in central forces. “It hasn’t been issued to Hindus only, but to Muslims, Sikhs and people of other religions as well.”The Revenue Minister rejected senior Peoples Democratic Party leader and former Deputy Chief Minister, Muzaffar Hussain Beig’s claim that issuance of Dogra Certificate was a violation of Indian Constitution. “We don’t run the government on Beig’s advice. It is not violation of the Constitution. Government will not take the decision back at any cost.”Accusing a group of MLAs of playing politics over the issue, Balla said they did not raise any objection in the Assembly.On the recent reports of issuance of state subject certificates to non-state subjects, Bhalla denied the allegations. “We examined thousands of applications for the state subject and only 300 were found genuine. Politics is being run on such issues by some vested interests,” he added.
