Dogra Certificate: A step in the right direction | Senseless Opposition | | Rustam JAMMU, Apr 6: It is for the first time in 63 years of the state's accession to the Indian Union that the Kashmiri-dominated state government has taken a right decision to issue Dogra certificate to the Dogras inhabiting the Jammu province (from Lakhanpur to Pir Panjal), which played a unique role in the political history of India for centuries and secured the strategic Northern Frontier for India. The credit for the landmark decision goes to the Jammu-based parties, particularly the Jammu and Kashmir National Panthers Party (JKNPP), which had been agitating on this issue of great import for the Dogras of Jammu province in and outside the assembly since years. Credit also goes to the Congress and Revenue Minister Raman Bhalla who had adopted a positive attitude towards the issue and played an important role in the Cabinet to see to it that the age-old demand of the suffering Dogras of Jammu province was conceded. The decision of the state government would go a long way in helping the otherwise marginalized and grossly ignored Dogras of Jammu province to defend and promote their identity against those in Kashmir who have been causing an affront to the self respect of the Jammu Dogras by calling them Kashmiris overlooking the fact that the Jammu Dogras are ethnically and culturally a different people. The decision would also greatly help the Dogras of Jammu province to maintain, preserve and further strengthen the geographical identity of the Jammu province and defeat the evil designs of those who have been seeking to divide the province along the River Chenab on purely communal lines in order to set of Greater Kashmir comprising the now almost 100 per cent Muslim Kashmir and Muslim-majority areas of Jammu province and the trans-Himalayan Ladakh. It needs to noted that the former Pakistani President General Pervez Musharraf's four-point Kashmir formula, the PDP's self-rule formulation, the National Conference's Greater Autonomy doctrine, the Kathwari formula and the 1950 Dixon Plan all vouch for a solution to the so-called Kashmir problem that divides Jammu province along the Chenab River on communal lines and enable Pakistan to not only establish its foothold in this part of the state, but also establish complete control over the region's green-gold and precious Chenab Waters, which have the capacity to generate more than 15,000 MW of electricity every year. The opposition of Kashmiri separatists like Syed Ali Shah Geelani and other biased Kashmiri leaders needs to be viewed in the context of the significance of the government decision to issue Dogra certificates to the Dogras of the Jammu province. It is significant to note that the government decision has unnerved Geelani and other Kashmiri leaders who have been trying to the hilt to impose their sectarian, intolerant and regressive will on the unwilling people of Jammu and Ladakh. Geelani has even gone astray. Reacting to the official decision, the alarmed, defeated, out-on-the-limb and issueless Geelani has said: "The government's decision to issue 'Dogra certificate' to residents of Jammu division…is aimed at 'legitimizing' the domination of a particular community on the majority population and convert J&K into a 'Dogra-desh'…This is not a spontaneous decision, but part of a well-planned conspiracy by India to legitimize the hegemony of a particular section of the state's population over Kashmiris and to fulfill the long-pending wish of communal forces to divide Jammu and Kashmir. India wants to change the demographic character of the state and impose a particular community on the majority population…The decision would also pave way for the settlement of Dogra-speaking people from outside the state in Jammu and Kashmir…Several people have been dreaming of turning Jammu and Kashmir into a so-called Dogra-desh (the land of Dogras) and turn the majority into the minority. Efforts in this regard have been going on since 1947 when 5 lakh Muslims were slaughtered and this organized genocide of Muslims continues till date…The so-called rulers (read Omar Abdullah & Co) are only concerned about their power and interests, and not only maintain silence over such conspiracies but also act as puppets of New Delhi in carrying out these activities…" What Geelani has said is nothing but a manifestation of his frustration, distortion of facts and murder of history. Let him bemoan. As for the Dogras of Jammu province, it is a great occasion for celebrations and thanks-giving. |
