Backward area certificates are being issued illegally, allege Krangsoo people | | | EARLY TIMES REPORT ANANTNAG, April 7: Notwithstanding the orders of the Divisional Commissioner, the district administration here has allegedly been brazenly issuing the backward area certificates in favour of those who are not the permanent residents of Krangsoo village, a residentially backward area. Though only five Mohallas of the village Khandaypora, Wagaypora, Mandalpora, Naidpora and Chickenpora were granted backward area status in the year 1981 but the new settlers of the revenue village residing in the Bilal Colony of the posh K P road area, situated a kilometer away from the village have also been availing the status. The villagers alleged that most of the people availing the benefits of the certificate are mostly rich people who have migrated from the main town of the district. Pertinently, the area is only 5 kilometers away from Anantnag town and is considered to be among posh areas. "These influential and rich people first apply for the Ration card of that particular area with the help of the concerned Patwari and Tehsildar and then after getting it they go for the permanent state subject," say the villagers. After, receiving the frequent complaints of the fraud of issuance of back ward area certificates, the then Divisional Commissioner Kashmir, Khurshid Ahmad Ganai took cognizance of the matter an wrote a letter to Deputy Commissioner Anantnag Vide no Div Com/LRs/Antng/24 dated 18-6-2001 written to the then Deputy Commissioner, Anantnag. Divisional Commissioner sought detailed information about the issue of the Backward area certificates to those settled recently within the boundaries of the revenue village Krangsoo. The order of the copy clearly mentions that the new settlers are not entitled to the backward certificate and asks the Deputy Commissioner, Anantnag to issue the necessary directions to the Tehsildar, Anantnag and other officials accordingly and also asked for detailed information from the Tehsildar in this regard as to the certificates already issued if any. Consequently, the then Deputy Commissioner, Anantnag accordingly advised the Tehsildar vide letter no 240-41/dated 26-6-2001 for not issuing any certificate in future to the newly settlers and to collect all previous such certificates if issued any. But, putting all those orders to wind the administration not only ignored the orders till date, but also continue to issue the fresh certificates, in favour of those who are not entitled to the backward area certificate, on the grounds of being the permanent residents of Krangsoo. The administration only recently issued RBA in favour of one of the residents of Anantnag who recently purchased land near Krangsoo, but is not residing in the past there. Similarly, one of the noted doctors who recently constructed house near the Krangsoo village at K P road has got a new ration card and has now applied for the permanent Resident Certificate. One of the female candidates who got selected in the MBBS course few years back under the RBA in the Common Entrance Test is originally a resident of Anantnag and has been residing at K P road near Krangsoo from last six years only. The copy of the case was sent to the Crime branch earlier this year who in turn forwarded it to the SSP, Anantnag for further investigations. The SSP then directed the concerned SHO to look into the matter but till now the case is still pending. Deputy Commissioner, Anantnag, Kifayat Rizwi when contacted assured of looking into the matter.
