Amendment in order on Dogra certificate may provoke revolt

JAMMU, Apr 8: Pro-Pakistan and sectarian Syed Ali Shah Geelani, who has been bitterly opposing the Government Order No: Rev (LB) 69 of 2011, dated 25-03-2011, under which the Dogras of Jammu province would be entitled to get “Dogra Certificate”, has asked his co-religionists in Kashmir to hold demonstrations across the Valley on April 11 to defeat what he called the “conspiracy” hatched by the NC-Congress-led coalition government to facilitate the emergence of Duggardesh and establish the domination of the Jammu Dogras over the Kashmiri Muslims. This is a vicious propaganda unleashed by Geelani and others of his ilk who are out to erode the Jammu Dogras’ distinct identity and personality and establish their stranglehold over them.
The vicious propaganda unleashed by Geelani has evoked favourable response from certain PDP leaders, including the former Deputy Chief Minister, and it is understandable. After all, the single-point agenda of the Kashmiri leaders, irrespective of their political affiliations, has all along been to enslave and exploit the Dogras of Jammu province, with their henchmen in Jammu giving their unstinted support to the Kashmiri masters’ evil designs on Jammu province. The PDP leader and former Deputy Chief Minister has dismissed the Government Order as “unconstitutional” on the ground that the State Constitution doesn’t envisage any discrimination on the basis of sex, caste, creed and religion.
The bitter opposition of Geelani and others of his ilk to the said Government Order should not surprise anyone in Jammu or elsewhere in the country. For, they are known for spewing venom on everyone who sees reason, talks sense and advocates the principle of justice and equity or demands justice for the people of Jammu province. They consider themselves as rulers and the Dogras of Jammu province as their slaves. There should be no doubt it.
However, what has caused an alarm among the Dogras is the report that the State Government might yield to the pressure being exerted by Geelani and similar other anti-Dogra elements in Kashmir and in the government and amend the Government Order to appease the communalists and separatists in Kashmir. The report suggests that three ministers would hold a press conference in Srinagar where they would announce “certain changes in the Government – an extraordinary step indeed. The very idea of holding a press conference in Srinagar -- when the Secretariat is here in Jammu and which is functional – to announce “certain changes” in the already-issued Government Order is not just provocative, but it is also outrageous.
What is the significance of the Government order concerning the issuance of Dogra Certificates to the Dogras of Jammu province? According to none other than Revenue Minister Raman Bhalla, whose Department has issued the Government Order, the “Issuance of Dogra certificate to the people of Jammu region is an old practice and only going to give them relaxation in height for recruitment in armed forces and Central paramilitary forces and nothing else.” “There is nothing new in the certificate and all those living in Jammu region, irrespective of religion, caste and language are entitled to this certificate. We have simplified the procedure to obtain Dogra Certificate. There is no other benefit for the people of this region other than relaxation in height for recruitment in Army and Central paramilitary forces,” he has, in fact, said while reflecting on the significance and implications of the Government Order.
One can only hope and pray that Congress leader and Revenue Minister Raman Bhalla would stick to the decision and not tinker with it in any manner. He should remember that what Geelani has planned to do is nothing but part of a conspiracy hatched by him and others of his ilk to cause an irreparable damage to the Dogras of Jammu province. Any move on the part of the government to amend the Dogra Certificate Order would simply provoke a revolt in Jammu province where the Dogras are already seething with anger for various reasons, including the latest report that the population difference between Kashmir and Jammu has further increased to the whopping figure of 1.7 million. They believe, and rightly, that the population of Jammu province is more as compared to Kashmir and that those who conduct census operations in the state fudge the figures in order to jeopardize the legitimate rights and interests of the Dogras of Jammu province.
